Problems And Countermeasures In The Reform Of Vertical Management Of Statistical System In Jilin Province

The vertical management reform of statistical agencies has always been a reform of the statistical management system that the people have called for and long-awaited.As the first province to implement the vertical management reform below the provincial level,the Jilin Provincial Statistical Agency,through the active guidance of the National Bureau of Statistics and the support and assistance of the Provincial Party Committee and Provincial Government,has attempted to make a major innovation in the reform of the management system.The implementation of vertical management reform in Jilin Province’s statistical institutions is a reform that is beneficial to the development of statistical institutions,both nationally and locally.From the perspective of reform form,it is a bold attempt to constantly break through and improve and develop.From the perspective of system and mechanism,it is a major innovation in the bottom-up reform of the management system.Judging from the current development situation,the quality of statistical data and the publicity and education of the rule of law have become an important task for the current statistical agencies,and they have become the data support for the country to demonstrate the current economic development.Therefore,it is imperative to continuously improve the reform of the vertical management system of statistical institutions.Jilin Province is the first pilot province in China to implement the vertical management reform of statistical institutions.Although some achievements have been made in the practice of vertical management reform,with the continuous development of economy and society,there are still some problems in the overall operation of vertical management reform,such as the inadequate implementation of statistical subject responsibilities,low efficiency of grass-roots statistical staff There are some problems,such as the unstable construction of statistical team and the weak administration and statistical supervision of statistical institutions according to law.Based on the current situation of vertical management reform of statistical institutions in Jilin Province,this paper makes an in-depth analysis of the above problems,comprehensively uses contingency theory and flat structure theory,and deeply excavates the reasons why the reform is not in place.It is known that the main reasons are that the statistical assessment system is not strict enough,the main responsibility system is not perfect,the professional knowledge of grass-roots statisticians is lack,and the degree of specialization of statisticians is low Statistical institutions have a single way of personnel promotion,personnel mechanism needs to be improved,and lack of understanding of the construction of statistical rule of law.In view of these problems and their causes,this paper puts forward some improvement suggestions and countermeasures.It mainly includes: improving the statistical responsibility system,establishing and implementing the statistical responsibility assessment mechanism,innovating the form of statistical training,changing the original communication mode,stabilizing the team construction,improving the talent incentive mechanism,strengthening the construction of statistical rule of law and the function of statistical supervision and management,and improving the credibility of the statistical department.This paper attempts to put forward reform countermeasures for the vertical management reform of statistical institutions in Jilin Province,hoping to solve the problems existing in the vertical management reform of statistical institutions in Jilin Province,and continuously improve the implementation effect of the vertical management reform of statistical institutions,so as to improve the work level of statistical institutions for the party.
