| Public stadiums are not only the material basis for the country to realize public sports,but also the resource conditions for the city to carry out competitive sports and develop sports industry.With the improvement of China’s economic level and the overall requirements of national fitness at this stage,the high cost of construction and operation of stadiums has caused great pressure on the national and local finance.Nowadays,as a new management mode,PPP mode of public.stadium operation advocates the introduction of social capital and market mechanism in the existing stadium operation,so as to relieve the financial pressure of the government,improve the level and efficiency of supply and service,and meet the growing demand of people for fitness.As a special economic zone and national comprehensive reform pilot area,Xiamen has gradually introduced the PPP mode of state-owned enterprises with modern enterprise system characteristics to participate in the operation of public stadiums.In terms of the participation of social capital in the PPP mode from a global perspective,it has certain particularity.Therefore,this study focuses on Xiamen,which has significant theoretical and practical significance.As an empirical study on the PPP mode of Xiamen public stadiums operation,this paper takes the question as the guide,the PPP mode as the theoretical guidance,and uses research methods such as literature,field survey,comparative analysis,case analysis,expert interviews to analyze the theoretical basis,application practice,operation framework,main problems,and improvement measures of the PPP mode of Xiamen public stadiums operation.It can provide useful reference for the management system reform of other public stadiums in Xiamen and PPP mode of public stadiums operation in other regions of China.The main contents of the study include:The first is to sort out the theoretical basis of PPP mode of public stadiums operation.It mainly includes the theory of public goods,the theory of new public management and the theory of modern contract.According to the investigation,the PPP mode of Xiamen public stadiums operation is that the property owner entrusts the state-owned enterprise to carry out the operation and management,and the operator,as the entrusted party,exercises the rights of stadiums operation and management by signing a contract of entrustment and agency between the two parties.This kind of state-owned enterprises,as the social capital,participate in the PPP mode of public stadiums operation,which is an adaptive innovation of Xiamen City and even China’s public stadiums operation in the new era.The third is to study the operation framework of PPP mode of Xiamen public stadiums.The introduction of state-owned enterprises into Xiamen public stadiums has complicated multi principal-agent relationships.This paper mainly analyze the governance structure behind the behaviors of local governments and state-owned enterprises from the vertical governance structure power relationship and horizontal governance structure contract relationship.The fourth is to analyze the main problems existing in the PPP mode of Xiamen public stadiums operation:there are some misunderstandings that PPP mode is equivalent to the "lack of public welfare" and the concept of service-oriented is weak;the relationship between economic benefits and social benefits is not properly handled;the supervision function of government and enterprise needs to be elevated and the system supporting needs to be improved.Fifthly,in order to solve the shortcomings of the PPP mode of Xiamen public stadium operation,the paper puts forward to establish the correct PPP mode concept of public stadiums operation and public service concept,formulate the performance evaluation system of PPP mode of public stadiums operation guided by public interest,and improve the supervision mechanism of PPP mode of public stadiums operation. |
