The Operation Of State-owned Assets Of The Transformation Of Public Universities

China is in the transformation from planned economy to market economy, which provides not only the opportunity but also the challenge for institutions of higher learning in choosing their development goals and systems. The related researches on state-owned property of institutions of higher learning indicate that the present development of public institutions of higher learning steps into a vicious cycle: on one hand, institutions of higher learning obtain much property through various ways to supply energy for their development; on the other hand, the increasing assets are endlessly wasted which causes the loss of state-owned property. Therefore, from the systematic research on the operation of state-owned property in institutions of higher learning, this paper will deeply analyze the organizational situation of state-owned property in institutions of higher learning during the transformation in order to provide an actual evidence for the countermeasures to the operation of state-owned property in institutions of higher learning.This paper applies the theories of modern property right to elaborate some related categories in the researches on public institutions of higher learning and state-owned property in institutions of higher learning during the transformation, applies the analytical method of history to induce the historic evolution of state-owned property operation in public institutions of higher learning, as well as applies the analytical method of mathematic model to analyze the efficiency differences in different arrangements of property right systems. Finally, the paper puts forward the countermeasures to the operation of state-owned property in public institutions of higher learning of our country.The research content of this paper takes the study on the operation of state-owned property in public institutions of higher learning as the clue, takes the analysis on the system of property right as the cut-in point, and takes the establishment of countermeasures as the final goal. And it unfolds with the thought of "theory basis---analysis on history and current situation---the building of model--the countermeasure advancement": firstly, the paper demonstrates the theoretic basis of the researches on state-owned property in public institutions of higher learning---the theory of modern property right, and gives priority to defining the attributes of some related categories in researches on public institutions of higher learning and state-owned property of public institutions of higher learning, which sets the theory basis of the paper. Secondly, it uses the model of property right to analyze the efficiency differences in different arrangements of property right systems. Finally, the general countermeasures to the operation of state-owned property in public institutions of higher learning of our country are put forward.
