Research On The Management Of State-Owned Assets In University X From The Perspective Of New Public Management

With the development of socialistic market economic system as well as reform and opening,management theory in different categories is more and more improved,and the management efficiency in public administration is also greatly increased.This significantly promotes the progress of our society and increases the earnings of the administrators.State-owned property is very important for our state's economic construction and national economic management.The management of state-owned property means to manage and use all properties owned by the state in order to preserve the state-owned property and even add value to it.All the public institutions try to optimize the allocation of the state-owned property and rationally utilize the property through the management means including organizing,deploying,supervising,transferring and controlling,so that the state-owned property can play its biggest role in our socialistic market economy.The government holds the absolute leadership to the state-owned property.This is an obvious characteristic of traditional public management philosophy.While as age advances,the old management philosophy is already timeworn and should be soon substituted by the new one which lays emphasis on management efficiency,management cost and mass satisfaction.Colleges and universities,as the hard core of the strategy of rejuvenating the country through science and education and the strategy of reinvigorating China through human resource development,should ensure their optimal use of the state-owned property and adding value to it,which is a very important way of realizing the talent training plan and their institutional upgrading.However,nowadays very little progress was made in this field,and we still have many difficulties.Therefore,the study on efficient management of state-owned property in colleges and universities is very significant in both theory and practice.On the basis of the new public management theory,this thesis explores the effective management means of the state-owned property in colleges and universities.Based on the philosophy of "customer first" this thesis suggests that colleges and universities increase their management efficiency by providing "responsive service";base on"improving service efficiency",it puts forward an evaluation and examination system for the state-owned property;base on "reducing cost of service",it suggests a cost accounting system for the state-owned property;base on "competition",it suggests the introduction to Market competition and enterprise management methods,etc.What's more,this thesis puts forward strategies to solve the problems in the state-owned property in colleges and universities,and tries to contribute some ideas in this field.
