Study On The Influence Of Human Capital On Agricultural Economic Growth In China

Long agricultural production in our country has relied on factor of production inputs,in recent years,the central file no.1 repeatedly emphasized "quickening construction of modern agriculture,improving agricultural comprehensive production capacity,must as soon as possible to rely on scientific and technological progress and improve the quality of the laborers",our country agriculture needs to rely on human capital investment to promote agricultural scientific and technological progress to promote agricultural productivity in response to a possible food shortages in the future.Firstly,starting from the measurement of human capital variables under the theoretical framework of total factor productivity and human capital,this paper introduces in detail the selection methods of human capital variables in previous literatures,and finally selects the human capital data of China Human Capital Index Report 2019,which is calculated by Jorgenson-Fraumeni income method(J-F method).Secondly,it explains the current situation of human capital in China,revealing the age of the labor force population,the years of education and the current situation of human capital.Then it distinguishes traditional agriculture from modern agriculture and analyzes the role of human capital in the transformation of agricultural development and the mechanism of human capital on agricultural economic growth.Again,the use of 1988 ～ 2017 year our country 26 provincial-level administrative region statistics and according to the national and the Midwest and northeast east four areas,and by applying the method of DEA-Malmquist growth accounting method respectively to measure the human capital to the total factor productivity and the influence of agricultural economic growth,based on the empirical result has carried on the comparative analysis,finally on the basis of summarizing the rural human capital path of ascension.This paper expounds the mechanism of human capital on agricultural economic growth,and makes an empirical study on the influence of human capital on China’s agricultural economic growth.The research conclusions are as follows :(1)China’s agricultural total factor productivity is mainly determined by technological progress,and the influence of efficiency change index is a little less.Compared with the consideration of human capital factors,not taking human capital factors into account will overestimate the total factor productivity and technological progress and underestimate the change of technical efficiency.(2)From the regional level,there are obvious differences in total factor productivity among regions.The eastern region has the fastest growth rate of 4.35%,followed by the northeast,and the central and western regions have a lower growth rate than the national average.(3)The influence of traditional production factors on agricultural economic growth is gradually declining(except chemical fertilizer).The agricultural economic growth in China is mainly due to the contribution of human capital and technological progress.In different regions,the ranking of contribution of human capital and technological progress to agricultural economic growth is consistent with the ranking of economic status,and the order from high to low is east,central,northeast and west.(4)In terms of policies,we should increase the funds for rural education to balance the gap between urban and rural education;Perfecting the vocational training system of farmers to train new farmers in the future;We will improve the rural medical security system and ensure full coverage of medical insurance for farmers.We will optimize the distribution of agriculture,reduce the transfer of agricultural labor and attract migrant labor to return.
