Under the background of the development of a new era,Chinese economic fundamentals have undergone huge changes. As a leading force on the supply side, the productive service industry is facing unprecedented opportunities and challenges in development. It is necessary to accelerate the development of the production service industry in key areas and further promote industrial restructuring and upgrading.Apart from increasing factor input,it is more important to increase total factor productivity. As a carrier of knowledge and technological progress, human capital is undoubtedly the decisive factor in promoting the improvement of total factor productivity. This paper is based on the classification of education capital, gender and age structure of human capital, and the influence of human resource capital heterogeneity on total factor productivity of producer services. It aims to analyze the human capital of different educational backgrounds, different ages, and different gender structures for productiveness.Whether there is a difference in the improvement of total factor productivity in the service industry, and thus a comprehensive evaluation of the important contribution of human capital in promoting the increase of total factor productivity of the producer service industry.Combining the theory of human capital and heterogeneity and externality theory, the impact of human capital heterogeneity on TFP in producer service industry is divided into two aspects.First, the direct effect of human capital on total factor productivity growth in producer services.,Including three sources of growth, namely, improved resource allocation, technological progress and economies of scale;Second, the indirect effect of human capital on total factor productivity of producer services,ie,the heterogeneity of human capital through FDI and OFDI technology spillovers. The difference in the degree of absorption has led to different degrees of improvement in the TFP in the producer services industry. This paper selects the data of the national production service industry from 2003 to 2015 as a sample, and uses SYS-GMM to empirically study the impact of human capital heterogeneity on TFP in the producer service industry. The direct result shows that: The sex service industry TFP has the largest promotion effect, the medium human capital second, and the primary human capital has the reverse effect;the increase of the proportion of female human capital has a significant role in the improvement of TFP in the producer service industry;in different age stages,45-54-year-old human capital has the greatest role in promoting the TFP of producerservices. The spillover absorption indicates that for the technology spillover effects of FDI and OFDI,higher human capital can effectively promote technology spillover effects, followed by medium human capital, and the role of primary human capital is not significant;the increase in the proportion of women in human capital is beneficial to Absorption of FDI and OFDI technology spillovers;older ages are more conducive to the absorption of technological spillovers.Using the threshold test,it is found that there is a double threshold of 0.4078 and 0.4667 for the impact of female human capital on producer service TFP.According to relevant conclusions drawn from this paper, three policy recommendations are put forward: First, the state should pay attention to the accumulation of human capital and increase the investment in education funds;Second, companies should reduce gender discrimination in the recruitment of talents and coordinate human capital The proportion of women is in the appropriate range, especially the proportion of female human capital in leasing services, science and technology integrated service industries, and transportation.Third, companies should adjust the age structure of human capital in the productive services industry.Extend the retirement age and give full play to the advantages of the elderly labor force.
