The issue of urban development has always been a hot topic of regional economists,and with the concept of high-quality development,how to achieve high-quality urban development has become an urgent problem to be solved.In traditional economic theory,besides the contribution of material capital to urban development,human capital and total factor productivity also play an important role.Therefore,it is of great practical significance to study the relationship between human capital,total factor productivity and high-quality urban development.At present,the research on the impact of human capital and total factor productivity on urban development believe that both of them can promote urban development,while the heterogeneity of human capital and the difference of total factor productivity leads to different impacts on high-quality urban development.Therefore,the analysis of human capital needs to consider the differences of gender,physical strength,intelligence,age and education level,etc.,the treatment of human capital is not suitable for equal consideration.This paper divides the level of human capital into different levels,and the data of 11 provinces and cities in the Yangtze River Economic Belt from 2000 to 2019 are used to build an econometric model of the impact of heterogeneous human capital and total factor productivity on urban highquality development.The relationship between the three is verified,so as to expand the research scope and obtain some valuable conclusions.And put forward feasible policy suggestions.The core content of this paper is divided into four parts: first,the definition of relevant concepts,and theoretical analysis of the internal logic between heterogeneous human capital,total factor productivity and high-quality urban development;Second,using the years of education method estimates the heterogeneous human capital,DEA-Malmquist method estimates total factor productivity and using entropy method estimates urban high-quality development.The third is to empirically analyze the impact of heterogeneous human capital and total factor productivity on urban highquality development by using fixed-effect regression and quantile regression.Fourth,based on the above theories and empirical analysis,draw relevant conclusions and policy suggestions.The results show that:(1)The contribution of different types of human capital to high-quality urban development is obviously different,the contribution of intermediate and advanced human capital is more prominent,the impact of total factor productivity on high-quality urban development also different,and there is an intermediary role in the heterogeneity of human capital in the process of urban high-quality development.(2)The Lucas and Nelson-Phelps effect mechanism of average human capital and intermediate human capital for high-quality urban development is verified;While the Lucas mechanism,Nelson-Phelps mechanism and joint mechanism of primary human capital have not been verified.The three mechanisms of high-level human capital have been verified.(3)There is a positive impact of total factor productivity on the level of high-quality urban development in the current period,but the impact level is low,and the impact of the lag period almost disappears.Specifically.Specifically,technological efficiency has a significant positive effect on the high-quality development of cities,so does the lag period,followed by technological progress,both of which are greater than the impact of total factor productivity.Although scale efficiency and pure technical efficiency have a certain impact on the high-quality development of cities,the size of the impact has not been confirmed.(4)Total factor productivity not only directly acts on highquality urban development,but also acts as an intermediary variable between human capital and high-quality urban development,and promotes high-quality urban development.In other words,the impact of human capital on high-quality urban development will play a further role through total factor productivity.
