| Compared with talents in other fields,rural scientific and technological talents have certain particularity.They bear the important mission of rejuvenating agriculture through science and technology.Strengthening the construction of rural scientific and technological talents and accelerating the realization of agricultural and rural modernization is the general trend of China’s agricultural and rural development in the future.In 2021,the total grain output of Changchun was24.731 billion kg,accounting for 1.8% of the total grain output in China,making a significant contribution to ensuring China’s food security.Based on the important role of rural scientific and technological talents in agricultural and rural development,strengthening the construction of rural scientific and technological talents in Changchun is of great significance to improve the agricultural production efficiency of Changchun and promote the sustainable development of agricultural and rural areas.The research objects of this paper are rural practical talents and agricultural technology extension talents among rural scientific and technological talents.Based on human capital theory,agricultural extension theory and incentive theory,using literature research method,questionnaire survey method and field interview method,this paper explores the current situation and existing problems of the construction of rural scientific and technological talents in Changchun,and draws lessons from the advanced experience of the construction of agricultural talents at home and abroad,This paper puts forward countermeasures and suggestions for the construction of rural scientific and technological talents in Changchun.Firstly,combined with relevant data and questionnaire survey results,this paper introduces the effectiveness and current situation of rural talent team construction in Changchun;Secondly,combined with relevant theories and research data,this paper analyzes the difficulties and causes of the construction of rural scientific and technological talents in Changchun.The research finds that: due to the income gap between urban and rural areas and the difficult working environment,the outflow of rural scientific and technological talents is caused;Frequent changes in the system and mechanism of grass-roots departments lead to unclear rights and responsibilities of various departments;Due to the lack of understanding of rural scientific and technological talents by grass-roots governments and farmers,the construction of rural talent team in Changchun is facing the following problems: the age and educational structure of talent team are unbalanced,and the overall quality needs to be improved;Imperfect talent management system and cultivation system;Insufficient policy support,etc.In view of the current difficulties faced by Changchun in the construction of rural scientific and technological talents,this paper summarizes the successful experience of the construction of agricultural talents at home and abroad,and puts forward the following suggestions combined with the actual situation of Changchun: first,we should pay equal attention to the introduction and retention of talents,ensure the treatment conditions and good working environment of grassroots rural scientific and technological talents,avoid the aggravation of brain drain,and gradually optimize the educational background and age structure of the talent team;Second,we should formulate plans for the construction of the talent team,establish a scientific and reasonable management mechanism and a systematic talent cultivation system for the talent team,and gradually improve the overall quality of the talent team;Third,the government should increase policy and financial support for the construction of rural scientific and technological talents,pay more attention to the construction of talents,provide better working and living environment for talents from the aspects of social status and life security,and attract more rural scientific and technological talents who are willing to take root at the grass-roots level and make continuous contributions to the development of agriculture and rural areas. |
