Research On University Data Governance In The Construction Of Smart Campus

With the development of digital economy,data has become an important foundation for the intelligent construction of colleges and universities.On the one hand,the data presents the characteristics of large volume,fast circulation speed,multi-dimensional and high value,which improves the management ability of colleges and universities.On the other hand,it also puts forward a new goal for the information construction of colleges and universities,that is,to develop towards the stage of smart campus,meet the needs of campus development in the data age,and strive to create a reasonable,standardized and convenient campus environment for college teachers and students.However,with the emergence of a series of data problems in the process of smart campus construction: Data abuse,data monopoly,lack of shared data caused by different data standards,cumbersome operation of data platform,formalistic data management methods,low satisfaction of data services between teachers and students.Therefore,in order to solve these data problems,and strive to give full play to data value,standardize data user behavior,build a comprehensive data service platform,optimize workflow and reduce working time cost,this study attempts to analyze the current data governance problems in Colleges and universities and put forward targeted strategies based on the research background of smart campus.The research adopts the methods of literature analysis,case study,comparison and interview.Firstly,it combs the current domestic and international smart campus construction and university data governance,and based on this,it understands the problems and governance experience of previous data governance;Secondly,American colleges and universities are selected as the comparison object.The reason why American colleges and universities are selected as the comparison object is that smart campus originates from the concept of smart earth.IBM(International Business Machines Corporation),the company that proposed this concept,is an American company,and the concept of smart school Park is also a derivative of smart earth.In addition,there are many researches on data governance in American universities,and the research content is relatively complete.From the perspective of international influence,under the core issues of "data security" and "data sovereignty",the "data war" triggered by data protectionism may affect the cross-border data flow and become an inevitable part of the digital competition among large countries,while the data competition between China and the United States has become the center of the world data stage.Under the condition of matching data influence,American universities are selected as the comparison object.Select Chinese and American universities that carry out the construction of smart campus to analyze from five aspects: data governance content,governance perspective,governance subject,governance principles and governance tools.Through the comparison of the current situation of data governance in case universities,drawing on the experience of data governance in American universities and combining with the development of domestic universities,this paper puts forward four suggestions: improving the integrity of data standards,increasing the openness of data Implement the data governance plan by stages and implement the rights and responsibilities of the data governance subjects.In addition,based on the results of the comparison between Chinese and American universities,interview questions were designed to verify the researchers’ understanding of some problems in the current university data governance.Using the interview method,teachers and students of different universities were selected to conduct interviews from the four aspects of university data activity participation,data service satisfaction,data power and responsibility awareness and awareness of the necessity of data governance,and then combined with the content of the key elements of data governance in the analysis of the necessity of data governance,From the six aspects of data governance technology,standard,principle,subject,effect evaluation and governance,this paper summarizes the problems existing in University Data Governance: inconsistent data system architecture,diverse input and output caliber of university data system,defects in key data technologies,lack of unified university data standards,poor practicality caused by broad content of data standards,difficult to guarantee data security and privacy Weak data openness,lack of participation awareness of university data governance subjects,vague rights and responsibilities of university data governance subjects,lack of evaluation awareness and evaluation dimensions,lack of professional evaluators,and single data governance perspective.Finally,combined with the analysis of university data governance issues,this paper puts forward countermeasures for the five levels of data governance technology,data governance standards,data governance subjects and data governance effect evaluation from the perspectives of data science,management,law,ethics and pedagogy.In terms of data governance technology,two countermeasures are proposed from the perspective of data science: improve the data preparation process and increase data security and privacy defense technology,and propose to train data governance technical personnel from the perspective of pedagogy;At the level of data standards,four countermeasures are put forward from the perspective of management:establishing data security standards,data quality standards,data service standards and data culture standards;From the perspective of law,the data governance principles put forward two countermeasures: protecting data rights,opening data rights within the scope of law,and from the perspective of ethics,data governance should rebuild the relationship between people and data;At the level of data governance subjects,the following two countermeasures are put forward from the perspective of management: to reconcile the work contradictions between data subjects under the guidance of collaborative governance theory and to divide the work contents of data subjects under the guidance of stakeholder theory.From the perspective of law,it puts forward the rights and obligations of data subjects with reference to the basic norms of data law.At the same time,from the perspective of ethics,it is proposed that the data subject should take virtue ethics as the guide to improve the moral responsibility consciousness of the data subject.Finally,two countermeasures are put forward from the perspective of Pedagogy: publicizing data culture and carrying out data quality practical education;At the level of data governance effect evaluation,it is proposed to optimize the data governance audit technology from the perspective of data science,and put forward two countermeasures from the perspective of management:establish the data governance audit team and implement the data governance audit process in stages.
