Research On Smart Governance Of Sports In China’s Urban Communities In The Background Of Big Data

The development of network information technology and the advent of the era of big data have brought new possibilities for the wisdom of urban community sports governance in China.Relying on network information technology with big data as the core to integrate,manage and analyze community sports resources,so as to provide accurate and intelligent public sports services for community residents.This paper uses literature,case study and fieldwork methods to study the intelligent governance of urban community sports in China in the context of big data.This paper provides a practical basis for the development of smart governance of urban community sports through the discussion of experience,policy support,social needs and technical guarantees.Through the analysis of the case practices of community sports smart governance in Jiaxing City,Zhejiang Province,Jing’an District,Shanghai and Nanjing City,Jiangsu Province,China,the study provides experience and reference for the construction of urban community sports smart governance system in terms of governance concept,governance technology and management.At the same time,the development of smart governance of urban community sports cannot be achieved without the attention and support of national and local policies.China has issued a number of policies and plans to promote the development of smart sports,for example,in 2019,the Outline for the Construction of a Strong Sports Nation states that it is necessary to "promote the development of the wisdom of national fitness" to encourage and guarantee the development of sports services in the direction of wisdom.In addition,the growing demand of community residents for sports and the strong guarantee of scientific information technology,such as big data,are important bases for promoting smart governance of sports in urban communities.Taking the demand for urban community sports governance and services as the guide,this study carries out the overall construction of the urban community sports wisdom governance system in terms of building objectives,building principles,governance subjects,basic framework,content structure,operation design and operation mode.In order to improve the quality and efficiency of urban community sports public service provision,the physical network architecture of the system is determined through the foundation layer,data layer,management layer and application layer on the basis of adhering to the principles of wholeness,security,scalability and collaboration,and the content structure is determined by combining the big data center,governance integration system and smart service system,focusing on data sharing,resource integration,process supervision and scenario simulation The system functions are implemented.Finally,a model of "government-led,community participation and enterprise operation" is proposed to co-ordinate and promote the sustainable development of the urban community sports smart governance system platform.At present,urban community sports wisdom governance is still faced with real-life dilemmas such as weak participation in the structure of multiple subjects,weak technical application capacity,lack of clear rule of law protection and insufficient talents for wisdom governance,which affect the further advancement of urban community sports governance wisdom.Grasping the new opportunities for China’s urban community sports governance brought by the development of information technology in the context of big data,it is proposed that the future development of promoting the wisdom of urban community sports governance should: optimize the governance structure and promote the collaborative governance of multiple subjects;strengthen technology development and improve the construction of information infrastructure;promote rule of law protection and improve the legal supervision and evaluation mechanism;and Strengthen talent support and establish a wisdom talent training system,etc.By integrating technological innovation in the context of big data with urban community sports governance research,it is of great significance to explore how community sports can achieve intelligent governance through technological means,to improve and perfect China’s urban community sports governance system,to deepen the reform of China’s urban community sports system,to promote the enhancement of the level of intelligence in China’s urban community sports governance,and to help modernize China’s urban community sports governance system and capacity.
