With the advent of the era of big data,the application of new generation information intelligence technologies such as cloud computing,artificial intelligence and big data in the field of education is gradually deepening,a huge amount of data is being generated in colleges and universities every moment,and data assets have gradually become the core assets of colleges and universities.At the same time,the focus of information technology work in universities has gradually shifted from network interconnection and information system construction to data-centred.How to make efficient use of data and maximise the value of university education data has become an important issue in the process of university informatisation.In this process,data governance plays a crucial and decisive role.This study conducts an in-depth research on data governance in universities in the era of big data,which mainly includes three core research questions: First,what is the specific status of educational data in domestic universities? To what extent have universities already deployed data governance and what are the dilemmas? Secondly,what kind of data governance framework for universities should be built? Third,how should data governance be practiced in universities and what should be the expected outcomes? This study focuses on the following three aspects.Firstly,this study firstly conducted a questionnaire survey for 83 higher education institutions in Jiangsu Province,and the questionnaire was mainly distributed to the departments related to information technology in universities.The survey results showed that:most of the universities have started to carry out data governance and formulated long-term plans;teaching data and management data are the key types of data governance in universities;data collection and storage,data quality management and data standardization are the core technical aspects of data governance in universities;the legacy problems of digital campus construction and the shortage of data talents are the main difficulties faced by data governance in universities.Subsequently,this study conducted interviews with relevant persons in charge of informatization departments of three universities,and analyzed and studied typical cases of data governance in two universities by means of field research.Secondly,this study combined information ecology theory and DGI data governance framework to construct a basic framework of data governance in universities from five dimensions.Firstly,it analyses the core elements of data governance in universities;secondly,the main technical methods that should be used for data governance in universities;thirdly,the integrated management of data governance in universities;fourthly,the relevant support and guarantee integrated with the construction of smart campus and the overall strategy of university informatization;and fifthly,the value results formed by the framework of data governance in universities.Finally,based on the basic framework of data governance in colleges and universities,this study carried out a practical application in Jiangsu Normal University based on the Educational Big Data Application Research Laboratory.Through evaluating the effectiveness of the practice and identifying and summarising the problems in the process of practice,the basic framework of data governance in universities was iteratively optimised and improved.The above research work has built a basic framework for data governance in universities in China in terms of theory,and verified its feasibility and effectiveness to a certain extent in terms of practice,providing a reference practice solution for data governance in universities.
