The ethnic minority college entrance examination Bonus policy is the basic education system in China,which plays a vital role in educational equity.After the State Council issued the implementation opinions of the State Council on deepening the reform of the examination and enrollment system in 2014,many provinces adjusted the policy in three batches.Using the theoretical framework of policy diffusion and the method of event history analysis,this paper analyzes the temporal and spatial characteristics,influencing factors and diffusion mechanism of the policy diffusion of bonus points in ethnic minority college entrance examination,in order to explore the laws and characteristics in the process of bonus points diffusion in ethnic minority college entrance examination.First of all,this paper collects ethnic minority additional score policies in 31 provinces,cities and autonomous regions from 2014 to 2020,and finds that ethnic minority additional score policies are non-progressive "R" type in the process of time evolution,and cross-regional diffusion in the process of space evolution,with obvious neighbor effect.Secondly,this paper uses the event history analysis method to divide the influencing factors into two dimensions: internal and external.Logistic regression analysis proves that per capita GDP,population size,geographical location,pressure from the central government and government at the same level are positively correlated with ethnic minority additional score policy,while the number of ethnic minority population and the number of ordinary high schools are not correlated with ethnic minority additional score policy.Finally,this paper traces back to the source and analyzes the diffusion mechanism of ethnic minority extra score policy from two dimensions: horizontal and vertical: from the perspective of vertical dimension,the compulsory mechanism from the central government plays a major role;From the perspective of horizontal dimension,the learning mechanism,imitation mechanism,competition mechanism and socialization mechanism from the same level of government play a role.This paper combines the ethnic minority additional score policy and policy diffusion theory,enriches the research sample of policy diffusion theory in China,promotes the process of policy diffusion theory and education policy combination,and provides some reference for revealing the law of policy diffusion in the field of education in China. |
