Each round of talent policy has attracted wide attention.More and more cities are participating in talent competition.In the process,the innovation of talent policy is also promoted,The new round of talent new policy set sail in the "two million" slogan put forward by Wuhan.As of November 2018,86 cities in China have implemented the new talent policy,and this data is still being updated continuously.This round of new talent policy has shown a trend of continuous spread across the country.Then,what kind of time and space characteristics are presented in the process of the diffusion of talent policy?What are the factors that affect the proliferation of new talent policies?What role do these factors play in the proliferation of the new talent policy?What is the extent of its impact?This series of questions has caught our attention.Firstly,the diffusion theory of Western classics has deeply explored the influencing factors of policy diffusion.Chinese scholars have accumulated rich theoretical results on the localization of policy diffusion.Based on this,we have constructed a dynamic framework for the diffusion of Chinese policies with internal factors and externai factors as the core elements,and on this basis,put forward 10 hypotheses that affect the proliferation of new policies for talents.Secondly,from the theoretical perspective of policy diffusion,this paper takes the diffusion of talent policy in prefecture-level cities in China as a research sample,and summarizes the current situation and characteristics of the new policy diffusion of talents from the perspective of time and space.Thirdly,the author uses the logistic regression method to conduct an empirical study on the factors affecting the diffusion of talent policy for the first time.Through the empirical analysis of the proliferation of talents,the author confirms that the diffusion of talent policy is significantly affected by the internal factors of the three provinces,namely,the state of financial resources,the size of the government,and the openness of the city.At the same time,the external factors of pressure from the higher level government and the same level of government are the same.There is a significant impact on the adoption of talent policy.However,there is no significant correlation between urban economic level,tertiary industry proportion,high-quality human resource reserve and population structure.Finally,the paper also discusses the policy implications and recommendations of the study on urban talent policy formulation.
