| Under the background that higher vocational colleges actively respond to the requirements of the 2019 government work report of the State Council on the large-scale enrollment expansion of higher vocational colleges,by 2021,the number of fresh graduates of higher vocational colleges has increased sharply,and the employment pressure of higher vocational college graduates has been rising.Whether graduates can complete employment with quality and quantity has become the focus of social concern.In order to further guide the employment of higher vocational college graduates,alleviate the employment pressure and promote the high-quality employment of higher vocational college graduates,the State Council and its subordinate ministries and commissions have successively issued various employment requirements,and the Guizhou provincial government has also made corresponding instructions for the employment status of higher vocational college graduates in Guizhou Province.In the policy texts of promoting the employment of higher vocational college graduates,grass-roots employment has become a high-frequency word,and grass-roots employment has become an important employment way for higher vocational college graduates.Grass roots employment,as the name suggests,refers to the employment of fresh graduates in grass-roots organizations in towns and townships below the county level.With the development of modern society and economy,the characteristics of grass-roots work are constantly changing,which requires a group of high-quality talents who have received higher education to give full play to their talents at the grass-roots level.However,compared with the stable work in the city,the grass-roots jobs have poor salary security and working environment,and the work is more complex and intensive.Most fresh graduates prefer to work in the city.But for the graduates of higher vocational colleges,compared with ordinary undergraduate graduates,they are faced with greater employment competition,less opportunities and low quality,and the grass-roots employment policy is easier to be accepted by the graduates of higher vocational colleges.Therefore,this paper takes the grass-roots employment policy for graduates of Higher Vocational Colleges in Guizhou Province as the starting point,explores the implementation effect of the grass-roots employment policy for graduates of Higher Vocational Colleges in Guizhou Province through questionnaires and interviews,and finds four specific problems: first,the grass-roots employment policy is not attractive to graduates of higher vocational colleges;Second,the publicity and implementation of grass-roots employment policy is not strong;Thirdly,there is a deviation between the ability and concept of higher vocational college graduates;Fourth,there is still a big gap between the working environment of basic employment and urban employment.As the implementation of the policy is influenced by all aspects of society,in order to further explore the internal causes of the obstacles in the implementation of the grass-roots employment policy for graduates of Higher Vocational Colleges in Guizhou Province,this paper analyzes the problems in the implementation of the policy with the help of Smith’s policy implementation theory and based on the four dimensions of Smith’s policy implementation model,and puts forward targeted suggestions for the implementation of the grass-roots employment policy of Higher Vocational Colleges in Guizhou Province. |
