| China is in the process of rapid economic development and social structure transformation.The gradual growth of population has led to the increasing shortage of resources and the deteriorating environment.These problems seriously restrict China’s economic and social development.The central economic work conference held on December 22,2021 pointed out that promoting the "double carbon" work is an urgent need to solve the prominent problems of resource and environmental constraints and achieve sustainable development.It is an urgent need to comply with the trend of technological progress and promote the transformation and upgrading of economic structure.It is of great significance to accelerate the construction of ecological civilization,promote economic transformation and upgrading and achieve the goals of the "two centenaries".The 14 th five year plan is not only a key stage to achieve the improvement of ecological environment quality from quantitative change to qualitative change,but also a milestone historical stage in which the overall layout of the "five in one" is continuously promoted around the strategic goal of strengthening the country.On July 12,2021,the Ministry of Education issued the action plan for carbon neutralization science and technology innovation in Colleges and universities to guide colleges and universities to better combine the development of science and technology as the first productive force and the cultivation of talents as the first resource,so as to provide scientific and technological support and talent guarantee for carbon peak and carbon neutralization.As an important part of society,colleges and universities should deeply implement the requirements of the Ministry of education on the action plan for carbon neutralization and scientific and technological innovation in Colleges and universities,deeply implement the scientific outlook on development,and actively promote the construction of energy-saving campus.Strengthening the management of energy conservation in Colleges and universities can not only save energy,reduce carbon emissions,reduce the expenditure of energy consumption in Colleges and universities,and improve the efficiency of running a school;It is also conducive to the improvement of China’s environmental quality and has far-reaching significance for building an energy-saving society.Taking the energy-saving management of J University as the research object,this thesis makes a comprehensive and systematic study on the problems and Countermeasures of energy-saving management in Colleges and universities through literature research,field interview and comparative analysis.Firstly,this thesis expounds the related concepts and theoretical basis of energy-saving management;Then,by collecting and analyzing the energy consumption data and characteristics of J University in recent 5 years,combined with the current situation of energy-saving management of J University,this thesis points out that J university has some problems in energy-saving management,such as insufficient rigid constraints of energy-saving management,incomplete statistics of energy consumption,backward energy-saving equipment and technology,insufficient publicity and education,and analyzes the reasons for the above problems,namely: imperfect energy-saving management system The energy-saving management is not professional,the investment of energy-saving funds is insufficient and the training is not in place;Finally,on this basis,drawing on the experience of energy-saving management in other domestic colleges and universities,this thesis puts forward countermeasures and suggestions to strengthen energy-saving management in J colleges and universities,including improving energy-saving management system,giving full play to the function of energy-saving platform,constantly creating excellence and innovating energy-saving technological transformation,strengthening the construction of professional talent team and energy-saving publicity. |
