We have met a lot of difficulties when the construction of energy-saving on campus hasbeen carries out, such as how to get the funds of energy-saving reconstruction, the techniquesand devices and so on. Searching for the new mode of management consistent with campus is thetop priority. During the period of “12.5”, we’ll make the promoting project of EnergyPerformance Contracting as the four energy-saving key projects. Though utilizing EnergyManagement Corporation, we can supply superior service for colleges and universities which isprofessional and integral technology, and also solve the problem of fiscal expenditure. That isalso the new exploration for constructing energy-saving and efficient type for campus. The paperhas studied the management model of Energy Performance Contracting comprehensively anddeeply, and at the same time advances the theory and methods of administrating EnergyManagement Corporation, providing theoretical basis for practical application.The paper composes of six chapters:The first chapter is introduction, mainly including background information, purpose, theexisting research status at home and abroad and the creative points. Energy PerformanceContracting should be proposed by analyzing the difficulties we have met in the process ofreconstructing the existing buildings for energy saving and emission reduction in colleges anduniversities all over the country.The second chapter outlets the mode of Energy Performance Contracting, in which wedefine Energy Performance Contracting and its types and features; analyze the meanings, thetypes and the service characteristics of Energy Management Corporation; compare the EnergyPerformance Contracting with the managing modes of the general projects; and make analysis onthe being reconstructed projects which are using the model of Energy Performance Contracting.The third chapter is about value management. When evaluating the value of energy-savingreconstruction, domestic and overseas scholars and most of the energy management corporationsall adopt NPV, which can’t reflect the real value. According to the defects of evaluation methodsof net present value, we provide a new thinking and quantitative analysis method for EnergyPerformance Contracting by using Black-Scholes Model to calculate.The fourth chapter is the project of contract management. The paper has made the definitionof energy service contract; analyzed the legal characteristics; made comparison with other relatedones; established the incentive and restraint model of building energy-saving contract byutilizing game theory and Principal-agent Theory. Besides, the use of the terms in servicecontract of energy saving is also put forward here.The fifth chapter is quality management. In this part, we make it clear that what is servicequality of energy saving on building; put forward the methods and ideas of quality and management in service about building energy saving in combination with our supervision andmanagement of construction qualities; at last establish the index system of evaluation in servicequality and propose Gray Evaluation as the core of the evaluating methods of service qualities.The last chapter is conclusion and prospect.
