With the beginning of the "14th Five-Year Plan" and the full launch of "rural revitalization",rural education has become an important part of the country’s comprehensive improvement of education,and General Secretary of the CPC Central Committee Xi Jinping stressed in the report of the 19 th National Congress held in 2017 that rural compulsory education,as one of the important components of education,plays a role in promoting the national economy,social development and people’s happy life.It can be seen from the report that in the future,rural compulsory education will be highly valued,special education,preschool education and online education will be popularized,to ensure that normal children and special groups can enjoy quality education,to achieve educational fairness,to promote the integrated development of urban and rural education.As an important part of education,rural compulsory education has a bearing on the overall situation of national economic and social progress.As the builders of rural education,rural primary and secondary school teachers have a direct or indirect impact on the quality of education in the entire rural areas.Therefore,through an effective incentive mechanism,it is crucial to strengthen the professional ideals of rural primary and secondary school teachers,stimulate work enthusiasm,improve the level of rural basic education and the level of rural productivity as a whole,and promote the common progress of society.In order to deeply study the incentive mechanism of rural primary and secondary school teachers,this paper refers to many theoretical books and articles related to the incentive mechanism.This paper selects Herzberg’s "two factor" theory and Maslow’s hierarchy of needs theory as the theoretical basis,takes all teachers of rural primary and secondary schools in Jianchang County,Huludao City as the research object,and understands the current situation of rural teachers’ incentive mechanism through three main research methods:literature analysis,field investigation and interview,analyzes the main problems and causes existing in the current situation,and puts forward appropriate solutions from the perspective of educational managers.Through the interview survey,this paper found that with the strong support of the state for rural education,the current incentive mechanism for primary and secondary school teachers in Jianchang County,Huludao City is relatively good as a whole,and the current situation is analyzed from the aspects of environmental incentive mechanism,salary incentive mechanism,development incentive mechanism,assessment and evaluation incentive mechanism and its operation,and finds the following problems:(1)lack of benign environment;(2)unreasonable salary structure;(3)unclear indicator orientation;(4)unfair assessment and evaluation results Through in-depth analysis,it is concluded that the main causes of the above problems are:(1)lack of attention to environmental incentives;(2)neglect of the role of performance incentives;(3)talent training system is floating in form;(4)the assessment and evaluation incentive mechanism is not scientific;for the current situation and causes of the problem,this study proposes appropriate teacher incentive mechanism improvement strategies based on the advanced experience of implementing rural teacher incentive mechanism policies and improving areas,combined with the actual situation of education in Jianchang County: from the construction of a benign incentive environment,Optimize the salary structure system,implement a standardized and reasonable teacher appointment system,and build a scientific assessment and evaluation mechanism to conduct in-depth discussions,promote the corresponding improvement strategy,improve the "logistical support" of rural teachers,improve the level of rural education,narrow the gap between urban and rural education,achieve educational fairness,help rural revitalization and development,and promote the healthy development of education in China.
