According to the Implementation Measures of Guangdong Provincial Department of Education on The Comprehensive Quality Evaluation of Ordinary Senior High School Students(Revised),this study takes three high schools in Shantou city as an example,and selects 620 students and 205 teachers from three schools in city,town and countryside as the survey objects.The research is carried out from three perspectives: policy interpretation,questionnaire data analysis and interview data collation and analysis.Policy interpretation analyzes the current situation of high school students’ comprehensive quality evaluation from two aspects: the implementation of the policy and the application of the evaluation information management system;The questionnaire data analysis focuses on four aspects: attitude understanding,implementation process,implementation results and difference analysis;The sorting and analysis of interview data mainly makes further exploration from the aspects of teachers and students’ attitude and understanding,the attention of school managers in the implementation process,and the functional orientation of the school for the evaluation of students’ comprehensive quality.It is found that the implementation of students’ comprehensive quality evaluation mainly has the following problems:First,teachers and students’ awareness of students’ comprehensive quality evaluation is not high.Second,the relevant guarantees of the school are not perfect: it ignores the opening of practical courses and lacks school-based characteristics;Insufficient professional staffing and lack of professional guidance;Insufficient allocation of information resources,unable to form process records;The appeal mechanism is not perfect and the assessment system is not perfect.Third,the implementation results are difficult to be effectively applied in schools,teachers and students.Fourthly,due to the geographical location and educational concept,there are inter school differences in the implementation of students’ comprehensive quality evaluation.In order to make the school effectively promote the evaluation of students’ comprehensive quality,based on the theory of people’s all-round development and the evaluation theory of developmental education,this study puts forward the following optimization strategies from the perspective of school management:First of all,it should be implemented regularly to improve the comprehensive evaluation consciousness of teachers and students.Secondly,standardized implementation provides relevant guarantee: Balance the curriculum and pay attention to the differences of students;Set up a special leading group to provide training guidance for teachers and students;Equip information resources and improve process records;Improve the management mechanism and the assessment system.Thirdly,set up the correct function orientation and reasonably apply the evaluation results: Set up a correct view of educating people and attach importance to the application of evaluation results;Set up a correct view of educational evaluation and attach importance to process evaluation;Timely feedback and guide teachers and students to reasonably apply the evaluation results.Finally,carry out cooperation and exchange to narrow the differences between schools.
