Emphasis on the implementation of comprehensive quality evaluation of students is a critically important part of promoting the schools’ evaluation in the reform of educational evaluation currently.Not only is the senior high school education a cornerstone of laying a good foundation of quality of science and culture for students,but also it is a significant period of cultivating students with morals and ethics.Senior high school students are the successors of the construction of socialism with Chinese Characteristics as well as inheritors of good characters.Therefore,regulating and implementing the comprehensive quality evaluation policy of high school students at a large scale is an important solution to facilitate the cultivation of students with morals,intellectual and physical capabilities,artistic appreciation,as well as a healthy work ethic alongside cultivation of personalities,which manifests the high standards of well-rounded education or Quality-oriented education.Also,it it a necessity in the background of motivating creativity and competitiveness of talents.Additionally,it is with a purpose of establishing a bridge connecting various levels of education,backing up diversified learning performances contributing to lifelong learning.Comprehensive quality evaluation of ordinary high school students is a signpost of personnel selection in the new pattern of enrollment of colleges,apart from a guideline of cultivation of students with talents.According to National Education Departments Opinion on Strengthening and Improving Comprehensive Quality Evaluation of Senior High School: comprehensive quality evaluation policy should be fully implemented.Reflected in the Overall Plan of Deepening the Reform of Education Evaluation in the New Era published in 2020:comprehensive quality evaluation should be consummate.Although its many years’ implementation,the work of comprehensive quality evaluation is still without people’s interest or concerns due to the traditional exam-oriented education and the slight advancement of the reform of new college entrance exam.This study use the literature analysis,interview survey method and other qualitative research method to objectively explore and analyze the implementation effects of the current comprehensive quality evaluation of students in ordinary high school in Fuzhou.It is evident that the implementation and acceleration of the comprehensive quality evaluation of students in ordinary senior high school have brought about may effects,such as: people’s policy identity and acceptability towards the policy promotion by the government,schools’ cultivation of students with talents,adjustment and improvement of teachers’ teaching,students’ study performance and complete development with individual characteristic or personality,admission of talents for colleges,promotion of educational equality and a creation of huge social value and contribution.Practically,several critically urgent problems still require our attention,for example,the policy of comprehensive quality evaluation of students itself is imperfect;a lack of policy identity or acceptability among teachers as well as students,whose evaluation philosophy and techniques are far from being correct and enough;the supervision by schools is insufficient;the performance of teachers is not effective and efficient enough without considerably enthusiasm;Students’ awareness as main roles of the evaluation is not attached great importance to;the evaluation processes and procedures are simplified,and all above problems have curtailed the implementation pattern and the effects of comprehensive quality evaluation of students in ordinary high school,undoubtedly,the deep-seated problems existing in the background need to be clarified,which lie in history,policy,finance,mechanism,theory,knowledge and technique and so on.Finally,based on the in-depth analysis of all the causes,this study on promoting the implementation effects of comprehensive quality evaluation of ordinary high school students in Fuzhou area,proposes four countermeasures: first,It is essential that we should continuously consummate the policy and mechanisms of the comprehensive quality evaluation of students in ordinary high school.Next,all the fundamental resources for the implementation of the evaluation should be better allocated.Additionally,the fairness should be ensured or guaranteed during the process of implementation of the evaluation.Last,the mechanism of guarantee and enhance the training of teachers should be emphasized.Finally,to strengthen the management of the school-based or contextualized implementation of the policy of the comprehensive quality evaluation of students in ordinary high school.Though these strategies,we hope to effectively tackle the issues manifested as the policy of the comprehensive quality evaluation of students in ordinary high schools is carried out,and provide theoretical reference for the local governments and schools to implement the policy of the comprehensive quality evaluation of students in ordinary high schools.
