Since September 2004, Shandong province as one of the first four provinces introducing new experiment courses in high school is quality education oriented. It explores student evaluation system suitable to the new curriculum reform, guides and promotes each student to have a comprehensive, unique and sustainable development which makes a solid foundation to students'lifelong development. High school students' comprehensive quality assessment is a very complicated system, which consists of evaluation purpose, evaluation index system, evaluation content structure, evaluation standards, evaluation subject, evaluation results presenting and applying system, etc. Each semi-system is interdependent and related. However, there is no template which can be applied in Shandong province. Shandong is actively exploring a suitable template in the theoretical and operational level. Through the investigation on how to conduct students' comprehensive quality evaluation in Qingdao No.2 middle school, Ningyang No.4 middle school in Taian, No.3 middle school in Liaocheng, this paper tries to evaluate existing problems in practice and propose corresponding suggestions.Preface part introduces this paper's background, researching purpose and significance, the related studies at home and abroad. The second chapter firstly presents human's all-round development theory of Marx, multiple intelligences theory, constructivism, "fourth-generation education evaluation" theory, etc. Secondly it provides beneficial enlightenment of there theories on our students' evaluation. Thirdly, it defines concepts related to ordinary high school students' comprehensive quality evaluation, discusses its principle, content, method and significance. The third chapter presents the content of ordinary high school students' development report, which plays the role of record platform, reflects the student three years of growth course. This chapter lists details of how the mentioned three schools conduct their credit authentication, their foundation and quality evaluation index delimit. Based on the previous discussion, the fourth chapter puts forward new ideas on practical problems encountered in implementing students' comprehensive quality evaluation and the future development of the comprehensive quality evaluation.
