Research On Public Sports Service Quality Innovation From The Perspective Of Government Total Quality Governance

In the new era,public sports service has changed from high speed mode to high quality mode.As an important part to meet the needs of people to improve their health level and yearn for a better life,it has become an urgent new problem to speed up the innovation of public sports service quality and explore the construction of high quality public sports service.This study from the perspective of both theory and empirical,total quality management perspectives of government public sports service quality innovation study,probe into the status quo of public sports service quality innovation and its influencing factors,and puts forward the government total quality management horizon of public sports service quality advice and effective path of innovation,for the development of a high quality public sports service to provide theoretical basis and reference.This study takes public sports service quality innovation from the perspective of government total quality governance as the research object,and residents in Shanghai,Jiangsu Province(Nanjing,Wuxi,Changzhou,Suzhou,Yangzhou,Yancheng)and Zhejiang Wenzhou as the research object.Comprehensive use of literature method,field research method,case analysis,grounded theory,qualitative comparative analysis and other research methods,through Nvivo12 software and fs QCA3.0 software for analysis and processing,the public sports service quality innovation in the perspective of government total quality governance.Results show:(1)Through the case analysis of five typical cases of the development of public sports service quality in Jiangsu Province,Shanghai City and Zhejiang Province,it is concluded that the government’s total quality governance has become the leading direction of the improvement of public sports service quality.At present,the innovation of public sports service quality is mainly reflected in the intelligent management of public sports venues,the organization of public sports activities,and the multi-governance of public sports service.(2)the conclusion by qualitative analysis,total quality management in government perspective,public sports service management,facilities,activities,organization and fitness guidance is the foundation of public sports service quality innovation,should by the government,market and social forces and the general public of the plural cooperative governance,strengthening the construction of public sports service standardization,wisdom,In order to promote the innovation of public sports service quality,improve the quality of public sports service.(3)using qualitative comparative analysis of the influence factors of the innovation of public sports service quality analysis,can be concluded that the total quality management in government horizon,standardized as the decisive conditions of public sports service quality innovation,to promote the development of public sports service quality innovation,must speed up the implementation of public sports service standardization.Pluralistic co-governance is the sufficient condition that affects the innovation of public sports service quality.If the government,market and other pluralistic subjects can not realize the co-governance,the public sports service quality can not be innovated.Then,through the configuration analysis of the influencing factors of public sports service quality innovation,three development modes of public sports service quality innovation in the perspective of government total quality governance are obtained,namely,public sports service governance innovation mode,intelligent innovation mode and resource-based innovation mode.(4)according to the results of this study,in the government,on the basis of total quality management theory,from the standardized development as the core,to promote science and technology enable public sports service,and speed up the public sports service management diversification,strengthen supervision and evaluation,public sports service is lacking public sports service supply short board etc.Put forward the feasible policy Suggestions,So as to promote the innovation of public sports service and improve the quality of public sports service.
