Research On Reengineering Quality Control Of Graduate Education From Government Visual Angle

The thesis deeply studies on the administration of Graduate Education, education quality evaluation system, history and current situation of Graduate Education development in China. The research is not only on the administration system of Graduate Education from macroscopic view, but on the training goal, the process of training, and management practice from microscopic view. Regarding Graduate Education as a complicated system, the study tries to, on the foundation of results of predecessor research, further construct and consummate theoretical system of graduate education quality management science.At first, the author elaborated the reasons about the research theme selected, the problems, the research method, namely the necessity of the reform or the adjustment on the quality control of Graduate education in present stage, and on the administration institution. The author has made the description of the present situation and the development phase of higher education in China which has entered the popular era, and also described the Chinese higher education administration pattern and presented the difference between other patterns of authority and legalities which divide into three kinds of patterns, then has made the quite detailed analysis to Chinese graduate education management process, the system structure, the qualified personnel raising pattern, the governance division, the existed problems. Meanwhile it has made the summary to the quality control study about domestic and foreign higher education, and to the correlated research domain, specially the introduction of the new methods of the modern business management, of the public management, and the new mentality transported in the higher education.Secondly, the author elaborated the quality concept and other correlated concepts, discussed the essence of graduate education in quality aspect. The property of service in education had decided the concept of graduate education quality, the graduate education standard as well as the quality control methods and so on. Author analyzed and proposed "the constitution model of graduate education quality control method based on the service management". Author also elaborated the basic concept of higher education quality control and insurance system, introduced the kinds of higher education quality control model in various countries, these models have represented the development direction of current international higher education quality safeguard movement, introduced the characteristic of graduate education evaluation system in our country, proposed the significance that the graduate education evaluation system should be brought into the category of construction of country quality control system.Thirdly, the author, starting from the introduction of modern quality control tool and the public sector's quality control improvement, has described and analyzed the using situation of modern control tool TOM, ISO2000 in the higher education, as well as their function to the higher education quality control. Specially the author has made the careful analysis the influence of BPR thought to the quality control in public affairs management, proposed that we could utilize the method of reinventing government based on the BPR to improved our country graduate education administration system and mechanism, and made a summary to several aspects allowed to study and implement from now on. Also elaborated the value-added process of BPR in graduate education administration, indicated BPR tool used in industry and commerce fields could be used in the public control. By introducing the concept of "reinventing government", finally proposed that the "the frame model of quality reengineering in graduate education" which ponders over the quality reengineering from both macroscopic and microscopic view, and from different angles.Associated the study with the practice work in several years, which investigated and preliminarily analyzed the views to current situations from graduate student, teachers, faculty, and staffs, the author analyzed and proposed that one of primary factors affecting graduate education quality was the resources disposition and the management process and related key link, and proposed the current graduate education in China exists the problems. These problems essentially stem from the system barrier or the bottleneck should be solved through system innovation.Finally, the author summarized the development tendency of world mainstream in graduate education, namely the popular "The cooperative pattern in graduate student raising", and the reason why the pattern appears and have become more popular, as well as the situation about the "industry-university-research cooperation". The chapter introduced the exploration work that the author participated in and experienced in the reform of Shanghai graduate education, in which, for taking the customer as the core, the government try to construct the alliance of "industry -university -research cooperation".
