| Maintaining school security and stability is the basic premise of the development of education.In recent years,the central and local governments have successively issued a series of security policies for primary and secondary schools,which provide guidelines of action for strengthening security risk prevention in primary and secondary schools.In the increasingly complex school security situation,the rationality of the policy itself,clarity of policy directives,the adequacy of policy resources,and the obedience of policy executor will all affect the effect of policy implementation.Therefore,it is of great significance to study the security policies of primary and secondary schools from the perspective of policy implementation for optimizing educational decisions and promoting the effective implementation of policies.This paper uses various research methods such as literature research,survey research and content analysis.Firstly,this paper systematically sorts out the evolution of China’s security policy in primary and secondary schools from the aspects of time,space and content.It also explains the main content of Shanxi’s security policy of primary and secondary schools in terms of security management,security education,security prevention and security accident handling.Secondly,8 county education departments and 41 schools in Shanxi Province were selected as samples to carry out field research for describing the implementation effect and analyzing current problems of the security policies of primary and secondary schools.Thirdly,using the composite model of policy implementation,the factors affecting policy implementation are analyzed from three dimensions: the characteristics of policy issues,the factors of the policy itself,and the factors other than the policy.Finally,corresponding improvement countermeasures are put forward.The study finds in the past 30 years,the evolution of China’s security policy in primary and secondary schools has gone through three stages: start-up(1990-2008),standardization(2009-2015),and comprehensive promotion(2016-present).In the spatial dimension,The policy is diffused vertically and horizontally.The aim of the policy is to promote the safe growth of primary and secondary school students.The focus of the policy is to strengthen the construction of security risk prevention and control system in primary and secondary schools.The survey results show that security policies in primary and secondary school have achieved certain results in security management,security education,security prevention and security accident handling.But there are some problems in the implementation of security policies in primary and secondary schools,such as superficiality,localization,alienation and stagnation.The analysis based on the composite model of policy implementation shows the factors affecting the implementation of security policies in primary and secondary schools in Shanxi Province,such as the wider involvement of policy issues,the complex behavior of target groups,the lack of clarity and stability of policies,insufficient policy resources,the prevarication and wrangling between institutions,insufficient quality of policy executors,lack of coordination between institutions,imperfect policy supervision system,unstable policy environment,etc.Therefore,from the aspects of perfecting the policy system,accelerating team building,strengthening joint prevention and control,allocating special funds and strengthening policy supervision,this paper puts forward some countermeasures to optimize the implementation of security policies in primary and secondary schools. |
