Security management in school is one of the important items in the school administration, which is guaranteed by the policy guidance in school. Yet assignments for the security management of primary and middle school in rural areas have their own particularity. Therefore, the phenomena of policy distortion embodied in the deviation of policy goals in policy enforcement and its consequences often occur in the school administration due to the influence of various factors in the process of policy enforcement in security management in schools. The phenomena of policy distortion in security management in rural areas have been the bottleneck to restrain the effective enforcement of security management policies. Consequently, the corresponding theoretical and practical significances come into being in the deep research for the manifestation and causes of policy distortion in security management.This paper synthetically applies the methods of literature, interview, and case study to reveal the concrete manifestation of policy distortion in security management in rural schools from all aspects with Chongqing as a sample for its characteristics of dual economic structure of urban-rural areas, and with Kai County in northeastern area in Chongqing and the southeastern Wulong County as its samples for investigation.On this basis, this paper analyzes these phenomena of policy distortion with some relative cases under the guidance of some laws issued by Central Government like: Educational Law, Compulsory Educational Law, the Law on the Protection of Minors, the Regulation on the Safety for the Kindergarten and Primary and Middle Sschools, the Ordinance for the Injuries in School and some other local rules. And it brings forward solutions to the evasion of policy distortion in security management in rural areas. Then it constructs the system of indices, system for evaluation and supervision. Finally it concludes that the evasion of policy distortion in security management in rural schools can be achieved by the efforts from the aspects of enhancing the policy-enforcement competence, establishment of the policy system and the mechanism of policy enforcement.
