National security education is a key measure to implement the fundamental task of Moral education.In 2020,the "Guiding Outline of National Security Education in Universities,Primary and Secondary Schools"(referred to as the "Outline",the same below)proposed that "systematically promote national security education into curricula,textbooks,and campuses,comprehensively enhance the national security awareness of primary and secondary school students,and improve national security education.Maintain national security capabilities",which provides policy basis and action guidelines for primary and secondary schools to carry out national security education.High school stage is the key period of students’ physical and mental development.High school students’ thought and behavior are in an immature state and have strong plasticity.Carrying out the national security literacy evaluation of senior high school students is of great significance for understanding the national security literacy level of senior high school students and promoting national security education in schools.Comprehensively using the research methods of literature research,educational measurement,questionnaire and interview,on the basis of literature combing and starting from the occurrence logic of "literacy",this paper clarifies the connotation of senior high school students’ national security literacy,and constructs the model and evaluation index system of senior high school students’ national security literacy;According to the outline,the national security literacy evaluation tool for senior high school students is developed.On this basis,305 high school students from different regions and schools were selected to carry out national security literacy evaluation;According to the evaluation data,analyze the overall level and differences of senior high school students’ national security literacy;Combined with the questionnaire and interview data,this paper analyzes the problems and reasons of national security literacy,and puts forward the countermeasures to improve the national security literacy of senior high school students.This study believes that the national security literacy of high school students includes four elements: national security knowledge,national security awareness,national security capability and national security behavior.Among them,national security knowledge is composed of national security declarative knowledge and procedural knowledge,national security awareness is composed of national security importance awareness and preventive awareness,national security capability is composed of national security identification,prevention and response capabilities.Security behavior consists of social behavior and network behavior.Through the national security literacy assessment of high school students,the results show that:(1)The indicators of national security literacy of high school students are not balanced,which is reflected in the low level of national security knowledge,weak national security awareness,and weak national security capabilities.(2)There are significant differences in the national security literacy of students of different genders,grades and school locations,as shown in the fact that boysmastery of declarative knowledge of national security is significantly higher than that of girls,boysnational security discrimination ability is significantly higher than that of girls,and girlsnational security The behavior is significantly better than that of boys,the level of declarative knowledge of national security of the second grade students is significantly higher than that of the first grade students,the mastery of national security knowledge of students in urban schools is significantly higher than that of students in rural schools,and the level of national security behavior of students in urban schools is significantly higher higher than that of rural school students.In order to improve the national security literacy level of high school students,this study proposes the following countermeasures:(1)set up special courses for national security education.(2)promote the integration of national security education courses.(3)expand national security education practice activities.(4)strengthen national security education Construction of safety teachers.
