Urbanization is an inevitable trend of economic and social development. The report on the 20 th National Congress of the Communist Party of China points out the importance of new urbanization by "promoting new urbanization centering on people" and "building coordinated development of large and small cities based on city clusters and metropolitan areas".Population flow is closely related to the development of urbanization, and the change of population flow has a far-reaching impact on the development stage of newtype urbanization. With the economy entering a new normal, population mobility presents new characteristics.Based on Chongqing’s important strategic position, analyzing the current situation and characteristics of population flow and new-type urbanization development, clarifying the mechanism of population flow on new-type urbanization development, and quantitatively studying the impact and effect of both are conducive to a comprehensive understanding of population flow, promoting the construction of newtype urbanization, promoting the construction of Chengdu-Chongqing twin city economic circle, and realizing high-quality economic and social development.By combing the relevant literature and theoretical basis of population mobility and new-type urbanization at home and abroad, this paper analyzes the mechanism of their action, and takes Chongqing as the object, describes and analyzes the characteristics of the current situation of population mobility in Chongqing, and uses entropy weight method to measure and evaluate its new-type urbanization level. Finally, the spatial Dubin model is used to quantitatively study the impact of population flow on new-type urbanization. The results showed that:(1)the population of Chongqing showed a net outflow state, and the outflow scale showed a decreasing trend; The scale of population flow in Chongqing is increasing, and the difference between districts and counties is obvious. The scale of population flow in the central city is relatively large, while the "two groups" of remote districts and counties are relatively small. From the perspective of flow mode,it is mainly inner-city flow, especially inner-county flow.(2)The level of new-type urbanization in Chongqing is on the rise, the development of economic is good, but the development of social and urban-rural integration is relatively slow; The level of newtype urbanization in Chongqing county shows the characteristics of "high in one district and low in two groups",and its growth rate shows the characteristics of "high in two groups and low in one district".(3)From the perspective of spatial correlation, both population flow and new-type urbanization development have spatial autocorrelation, and both are positive spatial correlation, indicating that they are in a state of spatial agglomeration; From the relationship between the two, population flow has a positive promoting effect on the development of new urbanization, and mainly indirect effect.Chongqing’s population inflow and net flow have a significant promoting effect on the improvement of its urbanization level. Finally, based on the research results, corresponding countermeasures and suggestions are put forward to promote the new urbanization process of Chongqing and achieve high-quality economic and social development.First,we should guide the rational flow of population and optimize the layout and form of urbanization according to the main function planning.Second,we should guide the effective flow of labor, promote the effective allocation of resources, and promote the coordinated development of industries.Third, rationally allocate public resources, improve the social security system, protect the basic rights of floating population groups, and promote equal access to basic public services.
