There are some prominent problems in compulsory education,such as the heavy burden on primary and secondary school students,short-sightedness and utilitarianism in education.To solve the above problems,General Office of the CPC Central Committee and General Office of the State Council issued "Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in Compulsory Education" in July 2021.As the non-discipline training,sports training is booming,related sports clubs also face new challenges.But in contrast there are imbalance status,such as most of the players are old people and "Matthew effect".As an important force for broadening the forms of school sports and the activity base for the development of mass sports,table tennis clubs are developing towards standardization,high quality and orderly development under the "double reduction" policy.While recognizing its achievements,we must also see its existing problems.For example the constraints of organization and management(such as "offside" and "absence" in the separation of government and office),the opportunistic behavior(such as utilitarianism over public welfare),and the upper limit of human development(such as the matching of salary and welfare with self-realization).The report of the 20 th CPC National Congress has drawn a beautiful blueprint for the development of Chinas sports in the new journey.when faced with the great proposition of Chinese-style modernization and our country has begun a new journey of the second centennial goal,how sports clubs can actively act to improve service capabilities have become an urgent problem.Based on the above facts,this thesis uses literature method,questionnaire survey method,mathematical statistics method,interview method,logical analysis method and other research methods to study the ideal pattern and construction path of Rizhao table tennis clubs operation.With the help of strategic management theory and new public service theory,the fundamental purpose of the "double reduction" policy of forcing schools to accelerate the realization of quality and balance,improve the quality of classroom teaching,reform the examination evaluation,realize the overall reform of basic education teaching,and promote the comprehensive and healthy growth of students should be deeply understand.In the context of the SWOT-PEST analysis of the operation of Rizhao table tennis clubs,the ideal form of Plan B operated by Rizhao table tennis clubs is innovatively put forward and its construction path is provided in this thesis.With the expectation theory,the development and operation mechanism of Rizhao table tennis clubs is studied,so as to provide model reference for the transformation and upgrading of the clubs,and then promote the construction of a sports power and the development process of sports modernization.Conclusions:1.The operation of Rizhao table tennis clubs has some problems such as low strategic pattern,lack of hematopoietic ability and lack of innovative thinking in the context of“double reduction”.How to break through the bottleneck of development and accelerate the transformation and upgrading has become the focus.Although the sports training institutions continue to deepen internal governance and explore new joint-stock clubs,the problems of poor club management,poor performance and ineffective reserve personnel training cannot be fundamentally solved.2.The "double reduction" policy has a great effect on easing the homework burden and off-campus training burden of students in the current stage of compulsory education.However,faced with the newly emerged after-school service of table tennis,the primary and secondary schools in Rizhao failed to achieve the ideal effect due to the poor professional teachers,imperfect management system and backward service mode.3.The entertainment-oriented and enlightenment-oriented "Plan A" operation mode of Rizhao table tennis clubs is no longer enough to promote the transformation engine under the background of "double reduction".Therefore,by analyzing the factors influencing the operation of Rizhao table tennis clubs under the background of "double reduction" in this thesis,the SWOT-PEST analysis matrix is constructed to fully understand and grasp the advantages,disadvantages,opportunities and deficiencies of table tennis clubs operation,and then the ideal pattern of "Plan B" is proposed.4.The development path of Rizhao table tennis clubs under the background of “double reduction” is constructed from four aspects: government,market,society and club.--The government level should play the role of policy guidance and improve the governance system.And the market level should improve the quality of product supply to meet the new consumer demand.Relevant policies should be formulated to clarify the goals and requirements of school physical education to promote its development;Establish a diversified governance system and jointly carry out governance actions to ensure the healthy and orderly development of the club market;Combine digital information to provide diversified service mode;Establish an intelligent information management platform to improve the training quality of the club.--Our society should try to construct multiple cooperation channels to create a new development pattern.And from the perspective of the clubs,they shall construct the teaching system to improve the training of teachers,and accelerate the implementation of corresponding after-school services to connect the club and the school more closely.We also need to strengthen cooperation inside and outside the industry,improve our teaching plan,innovated the teaching model,improve the entry threshold of coaches and promote the performance appraisal system.
