Pilot since in our country modern apprenticeship has been more than three years of time,most of the pilot schools and professional after a year of preparation and talent cultivation period,two years have been summarized some experience,there are also some new problems emerge.Along with the in-depth development of pilot projects,we need based on the summary of the first batch of pilot work,for the second batch of pilot schools,professional and enterprises play a leading role of directivity,discover problems,solve the problem,summarize laws,so that our country's modern apprenticeship pilot work to better and promotion.This article through to the first pilot of modern apprenticeship liaoning vocational and technical college of forestry professional pilot questionnaires and interviews,according to the present situation of the modern apprenticeship training cost sharing,summarize the remaining problems,and draw lessons from foreign modern apprenticeship training based on the analysis of cost sharing,to establish and perfect our country the sharing mechanism of reasonable Suggestions were put forward.This study consists of six parts.Part one: introduction.This part briefly introduces the reasons,definition of core concepts,research status,research significance,research methods and innovation points.Using questionnaire survey and interview method,the current situation of pilot specialty is understood and analyzed.Part two: the theory basis of cost sharing of modern apprenticeship system.From the Angle of the theory of modern apprenticeship training in the necessity of implementing the sharing costs,from the cost sharing theory,human capital theory,public goods theory,education investment theory,social justice and education equity theory and the Angle of "reproduction of labor" theory of modern apprenticeship into share elaborates the feasibility and necessity.The third part: a case study of cost sharing of modern apprenticeship talent training.In liaoning forestry professional pilot vocational and technical college as a case,using the method of questionnaire and interview,the pilot professional elaborates the present situation of cost sharing,according to the questionnaire and interview analysis existing problems with the development of the cost sharing,namely the government funds investment insufficiency,the pilot professional financial investment is not to consider costs,lack of necessary cost constraints supervision mechanism,tuition standard can't reflect failed to reflect individual ability difference,current schedule of fees burden principle,the low degree of enterprises to participate in,initiative is poor.Part four: the present situation of cost sharing of foreign modern apprenticeship talent training.Through the literature review,Japan's modern apprenticeship,the British apprenticeship system and Australia's new apprenticeship system cost sharing.These three countries have carried out some reform measures at the national level,industry enterprise level and apprenticeship.Its industry enterprises as the main body,deep participation pattern,the third party group participation,safeguard the interests of the subject of the experience and perfect incentive reward mechanism of our country deepening significance of reference to the modern apprenticeship pilot work.The fifth part: establishing and perfecting the cost sharing mechanism of modern apprenticeship talent training.This paper expounds the cost sharing mechanism of modern apprenticeship training in China from three aspects: sharing principle,sharing the main body and proposing ways.The sixth part: conclusion,through the case study of the pilot program,we can draw some lessons from the modern apprenticeship experiment.It is hoped that this paper will be able to inform the real situation of the cost-sharing of the pilot program,and provide intentional Suggestions for the further promotion and development of the pilot work.
