ObjectivesThis study aims to construct the evaluation index system for myopia prevention and control demonstration school in primary and secondary schools based on the five action areas of health promotion of the Ottawa Charter,and to provide a basis for evaluating myopia prevention and control work in primary and secondary schools and selecting myopia prevention and control demonstration schools.Using the evaluation index system to conduct an empirical study and to understand and evaluate the current status of myopia prevention and control work in primary and secondary schools,explore the problems involved,and propose strategies and suggestions to improve the capacity of myopia prevention and control in primary and secondary schools.MethodsThrough the literature research method,the policies and standards related to myopia prevention and control and literatures related to myopia prevention and control of children and adolescents were organized and analyzed and the framework of the evaluation index system was constructed.The Delphi method was used to conduct expert consultation to determine the indexes of each level of the evaluation index system.And the analytic hierarchy process was used to calculate the index weights and combined weights.On the basis of constructing the evaluation index system,the evaluation rules were constructed through the focus group discussion,and a field survey was conducted on the participating schools through the questionnaire method and the interview method,and the weighted scoring method was used to calculate the scores of each school.Results1.The evaluation index system for myopia prevention and control demonstration school in primary and secondary schools was constructed21 experts who came from school health,school management,myopia prevention and treatment,and health promotion were invited to participate in two rounds of expert consultation.The effective recovery rates of experts’ consultation letters were 91.3%and 95.2%,respectively;the authoritative coefficients were 0.881 and 0.883,respectively;and the Kendall’s W were 0.202 and 0.223,respectively(P<0.05).After two rounds of adjustment,5 first-level indexes,17 second-level indexes,and 82 third-level indexes were determined,and the 5 main dimensions including organizational leadership,environmental support,teaching management,capacity development,and multiparty collaboration.Among the first-level indexes,the weight of organizational leadership was the highest(0.3404),and the weights of other first-level indexes were teaching management(0.2571),capacity development(0.1801),environmental support(0.1360),and multiparty collaboration(0.0865).2.The evaluation index system for myopia prevention and control demonstration school in primary and secondary schools was used to carry out an empirical studyScoring the development situation of myopia prevention and control work in 10 primary and secondary schools.And the highest score was 92.40,the lowest score was 70.88,and the average score was 82.89±6.43.Among the first-level indexes,teaching management had the highest average score rate(90.9%),multiparty collaboration had the lowest average score rate(74.8%),and a total of 25 third-level indexes had an average score rate of 100.0%.The interviews revealed that the problems and dilemmas faced by participating schools in myopia prevention and control work mainly include insufficient financial investment,heavy task burden,lack of professional strength,lack of external cooperation and support,and disconnect between actual capacity and requirements.Combining the results of this study,strategies and suggestions for improving the capacity of myopia prevention and control in primary and secondary schools were proposed in terms of raising awareness,strengthening resource allocation,promoting integration of teaching and prevention,strengthening health education,deepening coordination and linkage,and focusing on evaluation and assessment.ConclusionsThe evaluation index system for myopia prevention and control demonstration school in primary and secondary schools constructed in this study has comprehensive content coverage and scientific and reasonable weight settings,which can better reflect the development situation of myopia prevention and control work in primary and secondary schools,and help to understand the advantages and disadvantages of myopia prevention and control work in primary and secondary schools.The results of this study provide a basis for scientific evaluation of myopia prevention and control work in primary and secondary schools,and selection of myopia prevention and control demonstration school,and have a certain reference value for improving the capacity of myopia prevention and control in primary and secondary schools.
