Current employment form is still serious,employment problem is highly concerned by the country and society,promoting and stability is still the main direction of the government’s public policy.Migrant workers as a special group under the Chinese system,its huge scale makes migrant workers can adapt to the new form of economic development,achieve fuller and higher quality employment,is the priority among priorities in maintaining social stability.With the rapid development of digital economy,the new employment forms derived from it break the time-space restrictions of traditional employment,realize the transformation of employment from fixed to flexible,flexible,single to compound,and become a new driving force to solve the employment problem,and make important contributions to solving the employment problems of migrant workers,women,disabled and other special groups.While the new employment pattern brings a large number of new jobs,it also brings new problems,such as difficult to define labor relations and imperfect social security.What is the current development situation of digital economy and new forms of employment in Heilongjiang Province?What is the current situation of migrant workers’ participation in new forms of employment?What are the existing problems of migrant workers’ participation in new forms of employment and how to solve them?The research on the above issues is of great significance for Heilongjiang government to formulate relevant policies on new employment forms and employment assistance policies for migrant workers,help migrant workers participate in new employment forms smoothly,achieve full and high-quality employment,and alleviate the employment problems of migrant workers.At the same time,it can help the rapid and sustainable development of new employment forms and consolidate the achievements of rural poverty alleviation to further promote the rural revitalization strategy.Based on human capital theory,labor market segmentation theory and employment theory,this paper analyzes and expounds the current situation of digital economy development in Heilongjiang Province,the development of new employment forms,the current situation of new employment of migrant workers and the existing problems in the participation of migrant workers in new employment forms,and makes a theoretical analysis of the factors affecting the participation of migrant workers in new employment forms.Finally,based on the data obtained from the questionnaire survey,the paper makes an empirical analysis of the influencing factors of migrant workers’ participation in new employment patterns in Heilongjiang Province by using the binary Logistic regression model,and puts forward corresponding policy suggestions on the basis of the analysis of the regression results.The conclusions of this study are as follows:(1)The comprehensive quality of migrant workers in Heilongjiang Province cannot meet the demands of new employment forms.The overall education level of migrant workers in Heilongjiang Province is not high,and they lack digital employment skills,which cannot meet the demands of some new employment forms.Therefore,education and skill training play an important role in promoting the participation of migrant workers in new employment forms in Heilongjiang Province.(2)The digital transformation of the three industries in Heilongjiang Province is relatively slow.After most of the labor-intensive jobs are eliminated,the new jobs created are not enough to absorb the corresponding unemployed people,which restricts the participation of migrant workers in the new employment forms.(3)The employment concept of migrant workers restricts their participation in new forms of employment.The traditional and outdated employment concept of migrant workers makes their acceptance of new forms of employment low and limits their participation in new forms of employment.(4)The protection mechanism of the rights and interests of practitioners in the new employment form is not perfect,and the labor rights and interests of practitioners are not protected,which makes migrant workers have worries when participating in the new employment form and their enthusiasm is discouraged.Therefore,it is an important measure to promote the participation of migrant workers in new employment forms in Heilongjiang province when improving the rights and interests protection mechanism for new employment practitioners.Policy suggestions based on the research conclusions:(1)Accelerate the optimization of industrial structure to create new employment space.(2)Encouraging talents to return to their hometowns for innovation and entrepreneurship,and encouraging migrant workers to participate in new forms of employment.(3)The government actively carries out digital employment skills training to promote the employment of migrant workers.(4)Improve the social security mechanism to protect the labor rights and interests of employees with new employment forms.(5)Strengthen physical and mental health protection services for new employment types.(6)Guide migrant workers to change their employment concepts and encourage them to participate in new forms of employment.
