Research On The Logic Of Collective Action Dilemma Resolution Of Adding Elevators In Old Communities

With the intensification of social aging and people’s yearning for a better life,the demand for elevators in multistory residential buildings without elevators is becoming stronger and stronger.However,the installation of elevators is a complex issue of community governance,which involves not only various technical issues,but also various joint and several interests in the community space,and its realization process is often very tortuous,even difficult.How to resolve the dilemma of such community collective action and realize the effective supply of community public goods is a problem that needs to be discussed.This paper takes the practice of installing elevators in M community in Shanghai as a case study,and adopts in-depth interview,participation observation,literature and other methods to make a detailed analysis of the dilemma,breakthrough and formation process of collective action in M community.From the perspective of "Institutions and life",this paper focuses on explaining the solution logic of community collective action dilemma.It shows the characteristics of stages:in the initial stage of installing elevators,m community generates action sparks through willingness consultation,but also meets action resistance,and installing elevators is in trouble;In the second stage,through the transformation of political opportunities and the establishment of mobilization mechanism,the dilemma loosening under the logic of the system is realized;In the third stage,through the continuation of the habits of life subjects and the construction of the informal system of negotiation mechanism,actors form collective identity and interest identity,and then form action identity,reach consensus,and promote the development of community collective action.Finally,m community transcends the dilemma of community collective action and realizes the effective and sustainable supply of community public goods.This paper believes that the logic of resolving the collective action dilemma of installing elevators in old residential areas is divided into three progressive levels:opportunity,mobilization and identity.Opportunity refers to the transformation of political opportunities,including the renewal of policy ideas and the optimization of institutional arrangements,which have become the engine to resolve the dilemma of community collective action;The establishment of mobilization mechanism includes potential participants in community collective action,enters the public issue of elevator installation from the private sphere,and becomes the external driving force to resolve the dilemma of community collective action;The participation of action does not mean the generation of consent.The final symbol of dilemma resolution is to form a consistent intention to agree to the installation of elevators,and the key is to form action identity.Through the study of the three stages of adding elevator in M community,the author believes that the solution logic of community collective action dilemma can be divided into three progressive levels:opportunity,mobilization and identification.Opportunity refers to the transformation of political opportunities,including the renewal of policy ideas and the optimization of institutional arrangements in this paper,which become the engine to resolve the dilemma of community collective action;The formation of the mobilization mechanism brings the potential action participants into the community collective action,from the private field into the public issue of elevator installation,and becomes the catalyst to resolve the dilemma of community collective action.The ultimate symbol of solving the dilemma of community collective action is to form a unanimous intention to agree on the installation of elevators.Participation in action does not mean the generation of consent.The key to solving the dilemma of community collective action lies in the formation of action identity.The logic of resolving the collective action dilemma of adding elevators in M community is organically combined through the dual mutual construction of institution and life.The socialization of institutions as well as the regularization of life explain the influence of institutional logic on collective action in the community while further explaining the strategies employed by life subjects to resolve the community collective action dilemma as well as informal rules.The interaction of the two achieve the opportunity change,action mobilization,action recognition and ultimately action generation.
