The CPC Central Committee and the State Council attach great importance to urban and rural community governance,and also attach great importance to the capacity building of social organizations.The 18 th and 19 th National Congress of the Communist Party of China called for the cultivation and development of community social organizations,which laid a policy foundation for community social organizations to participate in the construction of social governance community.The "14th Five-Year Plan for the Construction of Urban and Rural Community Service System" also defines the development direction of community service,and once again emphasizes the role of social organizations and mass organizations.At present,the academic research on community social organizations has also made many achievements,but there are few researches on the cultivation of residents’ participatory community social organizations alone,and even fewer researches on the results of intervention cultivation combined with regional development models.Therefore,it is necessary to study residents’ participatory community social organizations from the perspective of regional development model.This study originated from the various groups and organizations that the author came into contact with spontaneously during the community internship.Taking the cultivation process of residents’ participatory community social organizations as the research object,from the perspective of regional development model,based on the dominant perspective theory,three research methods,such as interview,participatory observation and literature review,were adopted to carry out the research on residents’ participatory community social organizations in D community of Jinan from the perspective of regional development model.Combining with the three characteristics of D community in Jinan,the author: an open old community with a large number of elderly people,a large number of middle-aged and elderly people in party member,and a strong sense of community identity and belonging.In the early stage,there were residents’ activity groups formed spontaneously by residents.By adopting the intervention method of regional development mode,the author went deep into the community to carry out practical work,intervened in the cultivation of residents’ participatory community social organizations,discussed the problems and dilemmas encountered in the practical process,and put forward targeted suggestions.During the exploration period,the author was fully familiar with the development status of D community and social organizations in D community,and combined with interviews with 20 people in D community,including two social workers,members of neighborhood committees and community residents,investigated the needs of the community and established a trust relationship with many parties.During the mobilization period,social workers explore community leaders and resources through a series of activities and visits,actively mobilize residents to participate,and enhance the ability of community social organizations.During the consolidation period,social workers integrated and utilized community resources,fully developed volunteer teams,and established six representative community social organizations with residents’ participation,which improved the ability of community social organizations to solve problems.During the review period,social workers evaluated and reflected on their roles and practical processes,actively changed their roles and identities,and helped the community social organizations to cultivate further improvement and sustainable development.With the development and advancement of practical work,the author also found some problems and dilemmas that can’t be ignored in the practical process: at the level of social workers,the author found that social workers lack targeted professional skills and abilities for the development of community social organization cultivation projects,social workers’ self-recognition is not enough,social workers have many daily administrative tasks,lack of enthusiasm,and frequent job changes;At the level of community social organizations,residents’ awareness of participation is insufficient,the development of community social organizations is unbalanced,and professionalism and innovation are insufficient.The author analyzed the causes of related problems,and combined with the reality,tried to put forward constructive countermeasures from two aspects of social workers and community social organizations,that is,at the social workers’ level,increasing social workers’ professional training for front-line social workers in charge of related project operation according to the characteristics of the project,and regularly supervising social workers;Intensify the propaganda of social work,so that social work can be recognized by all sectors of society,and increase social workers’ self-efficacy;Re-negotiate the division of administrative tasks with community neighborhood committees,and clarify the responsibilities of social workers.At the level of community social organization,increase the participation of community residents by innovating the content and form of activities;Enhance the ability of leaders of community social organizations by training and giving lectures;Community organizations should actively learn from social work methods,actively cooperate with social workers’ guidance,let social workers’ ideas and methods give full play to their advantages,constantly adapt to the development requirements of the new era,and finally continuously improve the capacity building of community social organizations,promote the balanced,professional and innovative development of community social organizations,and jointly promote community governance.
