Information technology is developing rapidly,and the deep integration of technology and education is also attracting attention.Smart learning environment,as a new form of education supported by technology,is also the main way for schools to realize technology-enhanced education.As an important part of educational activities,how to empower assessment through technology is a hot topic.As a basic stage of compulsory education,primary school is a reasonable way to train pupils by conducting process and comprehensive assessment under the call of "double reduction" policy,and the empowerment of technology increases the richness of assessment data and assessment methods,which helps to assess students in a comprehensive and holistic way.Teachers,as one of the subjects of educational assessment,have a stake in the effectiveness of assessment implementation through technology tools in a smart learning environment.However,teachers’assessment literacy in a smart learning environment has not been comprehensively discussed in current research,and the traditional assessment literacy framework cannot cover the new requirements for teachers’ assessment literacy in a smart learning environment.In order to clarify the competency components and development strategies of teachers’ assessment literacy in the smart learning environment and enhance teachers’ ability to implement assessment with the support of intelligent technology tools,this study aims to construct a model of teachers’ assessment literacy competency in the smart learning environment and a competency index system for primary school teachers through scientific methods such as literature analysis,Delphi method,interview method,questionnaire survey method,and case study method,and design assessment literacy enhancement program for primary school teachers to provide reference for the development and cultivation of their assessment literacy under the smart learning environment.The final research results of this study are as follows:(1)The current status of teachers’ assessment literacy and technology-enhanced assessment was sorted out.This study first analyzed the domestic and international literature to sort out the current connotation and structural framework of teacher assessment literacy and the forms of technology-en assessment.And the connotations of educational assessment and educational evaluation,smart learning environments,and assessment literacy in smart learning environments are also defined.(2)A competency model of teacher assessment literacy in a smart learning environment was constructed.This study constructs a teacher assessment literacy competency model from three dimensions:basic knowledge,core competencies,and consciousness-attitude,among which:assessment knowledge,intelligent technology,and data knowledge form the basic knowledge dimension,basic assessment competency,technology application competency,data analysis competency,teaching application competency,and meta-assessment competency form the core competency dimension,and assessment philosophy and ethics form the consciousness-attitude dimension.The competency model clarifies the main competency elements that teachers should have in assessment literacy in a smart learning environment.(3)A competency index system for primary school teachers’assessment literacy in a smart learning environment was constructed.Based on the constructed teacher assessment literacy competency model,this study summarized the specific rules related to each dimension,combined with interviews with primary school teachers and the new requirements for elementary school teachers in the implementation of assessment in the smart learning environment,and initially established the primary school teacher assessment literacy competency index system in the smart learning environment.We invited 11 experts to evaluate the rationality,accuracy,and importance of the indexes through the Delphi method,and revised the competency index system to finalize the competency index system of teacher assessment literacy in the smart learning environment.(4)An improvement scheme was designed to develop teachers’assessment literacy in a smart learning environment.This study designed a four-unit,eight-module improvement scheme based on the competency model and index system constructed before.Then specific training courses were design using the modules of "Assessment Data Visualization" and "Assessment Data-Driven Teaching" as examples,and practical training was conducted to collect the satisfaction of participating teachers with the courses to provide a basis for the improvement and refinement of the enhancement program.
