Research On The Operation And Improvement Strategies Of Primary School Parent Committees

With the Ministry of Education’s "Implementation Outline of Governing Education by Law(2016-2020)","Outline of National Medium-and Long-Term Education Reform and Development Plan(2010-2020)",and 2012 "Ministry of Education’s Guidance on Establishing Parent Committees in Primary and Secondary Schools and Kindergartens" Opinions" and other state-issued parent committee policies,primary and secondary schools have gradually established parent committees.The parent committee has become an important platform to participate in school governance.With the help of this platform,parents,the school,the community,the government and other parties can play the role of the parent committee to promote the reform of school education and teaching.In the process of participating in school governance by the family committee,the construction of the family committee is constantly improved,thereby promoting the construction of a modern school system.This paper combed the literature on the operation of the primary school parent committee,combed the relevant research on the operation system of the primary school family committee,the construction of the family committee,and the functions of the family committee,and made a clear definition of the core concept of school governance,the parent committee,and the operation of the primary school family committee.Based on the stakeholder theory and governance theory,this paper takes X Primary School in Panyu District,Guangzhou City as a case study,studies the operation system,construction and functions of the family committee of the primary school through literature research,investigation and case study,presents the problems in the operation of the family committee of X Primary School in Panyu District,Guangzhou City,analyzes the reasons behind,and puts forward suggestions for improvement from multiple levels.According to the survey results,it is found that the operation of the family committee of X Primary School in Panyu District,Guangzhou has problems such as inadequate system construction and implementation,lack of pertinence and specificity,imperfect construction of the family committee,insufficient coordination ability,superficial function of the family committee,low level of participation,insufficient legal protection at the national level,insufficient support and guidance from the education department,undemocratic procedure for the establishment of the family committee,and lack of hierarchical organizational structure The function of the family committee is limited,and the education department and schools dare not empower to analyze the reasons,and put forward suggestions for improving the effectiveness of the operation of the family committee of X Primary School in Panyu District,Guangzhou: First,improve and implement the family committee system to provide security;Second,encourage the participation of multiple subjects and improve the organizational structure of the family committee;Third,establish a safeguard mechanism,expand the scope of the functions of the family committee,improve the construction of the primary school family committee,improve the effectiveness of the family committee’s participation in school governance,gradually realize the transformation of the school from "management" to "governance",and promote the transformation of the school’s modern school system.
