Research On The Evolution And Response Of College Network Public Opinion From The Perspective Of 4R Crisis Management

With the rise and development of the "fourth media" Internet,the network has become the main source and an important stage for people to collect information and express their views.A large number of Internet users make sounds and vent emotions on the network platform.Sensitive events in life are more likely to cause group response enlarges the events and generates network public opinion.As an important part of China’s Internet users,college teachers and students are not only familiar with the network,but also more willing to participate and good at expressing their views.Their attention and discussion on a certain event often make them the main publisher and disseminator of public opinion information in higher education institute,where the network public opinion frequently occurs.In this case,it is very urgent to build a perfect,reasonable,scientific and effective network public opinion response system in higher education institute.Based on the current work of network public sentiment in Colleges and universities in China and previous research results at home and abroad,this study first defines the core concepts of public opinion,network public opinion and network public opinion in Colleges and universities,and divides the network public opinion in Colleges and Universities into eight types: ideology,security and stability,management decision-making,rights and interests,teachers’ ethics and style,academic misconduct,educational equity and ethnic religion.It also innovatively summarizes many typical characteristics of current college network public opinion.Secondly,this paper systematically analyzes the current situation of college network public opinion response from four aspects based on the questionnaire survey data of H University: college Teachers’ and students’ network use,college teachers’ and students’ network public opinion cognition,college teachers’ and students’ network public opinion participation,and college Teachers’ and students’ cognition of college network public opinion response,and summarizes the main problems of college network public opinion response.Thirdly,through the analysis of two typical college network public opinion cases of "master’s students fell from high building and died" in W University and "announced the beginning of semester after the epidemic" in Y University,this paper concludes the generation and evolution patterns of college network public opinion.Finally,based on the 4R crisis management theory,this paper constructs five basic support systems and six practical response systems for college network public opinion response.That is,the five basic guarantee systems of system,organization,personnel,technology and environment at the level of crisis reduction.The six practical response systems include: the monitoring and early warning system at the level of crisis readiness;research,judgment and guidance system at the level of crisis response;rehabilitation and repair system at the level of crisis recovery.
