| In 2019,the Ministry of Education and the Ministry of Finance issued the Opinions on Implementing the Construction Plan of High-level Vocational Schools and Specialisations with Chinese Characteristics,which clearly states that higher vocational institutions should enhance internationalisation,strengthen exchanges and cooperation with developed countries in vocational education,build an international brand of Chinese vocational education,actively participate in the construction of "One Belt,One Road" and international production capacity.The "Double High School Plan" is a new initiative to promote the localization of technical and skilled talents.The implementation of the "Double High School Plan" has brought more attention to the internationalization of higher vocational institutions and made them pay more attention to internationalization.The Beijing-Tianjin-Hebei region is the "capital economic circle",and the "double-high" institutions in the region should play an exemplary role.Therefore,in order to better improve the overall level of international development of higher education institutions,the "double-high" institutions should make use of their own high-quality international education resources,strengthen the construction of international teachers and high-quality technical and skilled personnel,improve the quality of international education in higher education institutions,so as to improve the level of international development and international influence of higher education institutions.This study aims to improve the international development level and international influence of higher education institutions.In this study,the internationalisation of higher education institutions is the initiative of China’s higher education institutions to adapt to the requirements of the internationalisation of vocational education and to engage in international exchange and cooperation with foreign universities,educational institutions or "going out" enterprises,etc.The study takes 24 "doublehigh institutions" in Beijing,Tianjin and Hebei as the research target.The study adopts textual analysis,interviews and case studies to analyze the internationalization development of 24"double-high institutions" in Beijing,Tianjin and Hebei through five dimensions: foreign-related school operation,internationalized school-enterprise cooperation,internationalized faculty construction,internationalized student talent cultivation,internationalized professional teaching and curriculum standards and research resources development.The three "double-high"institutions,Beijing A College,Tianjin B College and Hebei C College,Technology and Engineering Vocational Technology,are selected as typical cases to explain in depth their internationalization practices and characteristics and advantages,to understand the implementation process of internationalization in different "double-high" institutions,and thus the implementation process of internationalization in different "double-high" institutions."The study also found that the "double-high" institutions in the Beijing-Tianjin-Hebei region have the problems of low quality of foreign-related education,insufficient internationalization of schoolenterprise cooperation,low internationalization of teachers,low level of internationalization of students,and low effectiveness of internationalized professional teaching standards and curriculum standards.The problems of internationalization are not obvious.The reasons for these problems are mainly due to the lack of quality management and supervision of foreign-related programmes,the lack of a sound mechanism for internationalised school-enterprise cooperation,the weak foreign language skills of the internationalised teaching staff,the single way of training internationalised students,and the lack of practicality in the development of internationalised professional teaching standards and curriculum standards.In view of the above problems and causes,the following strategies are proposed to further improve the internationalization level of the 24 "double-high" institutions in Beijing,Tianjin and Hebei: firstly,to strengthen the management of foreign-related education in "double-high" institutions and improve the quality of education;secondly,to make use of the advantages of "double-high" institutions to improve the quality of education;and secondly,to improve the quality of education.The second is to make use of the advantages of "double-high" institutions to strengthen the internationalization of school-enterprise cooperation;the third is to strengthen the internationalization training of teachers in "double-high" institutions to improve the internationalization of the teaching staff;the fourth is to broaden the knowledge and skills of students in "double-high" institutions.Fourthly,to broaden the breadth of knowledge and depth of skills of students from "double-high" institutions and cultivate international technical and skilled talents;Fifthly,to enhance research on VET standards in "double-high" institutions and improve the quality of output of international professional teaching and curriculum standards. |
