In this paper, through by carrying interview investigation for the administrativedepartment of education, scientific research department of education, secondary vocationalschools, industry enterprise and teachers, the author mastered the “Double-type” teachers’basic situation in Chongqing secondary vocational education, such as, training,management and certification. Guided by the basic theory of vocational education, hemade system analysis of "Double-type" teachers of Chongqing secondary vocationaleducation in education concept, proportion of, structure, policy system, trainingmanagement, certification and motivation etc. trying to reveal the root and essence of theproblems. In view of the situation and existing problems, we provides countermeasures andmethods by helped from different level,such as,the administrative department ofeducation, scientific research department of education, secondary vocational schools,industry enterprises and teachers. That will provide good advice on the overall planning,policy setting, setting up of training system, improvement of management system,theincentive mechanism of examination in construction of "Double-type" teachers。Finally itwill give the reference significance for "Double-type" teachers team construction inChongqing secondary vocational education.
