Effect Evaluation And Optimization Route Of Innovation And Entrepreneurship Policy For College Students In Fujian Province

In recent years,with the increasingly severe employment situation of college students,the relevant national departments have launched various innovation and entrepreneurship policies,but effect of the policies remains to be tested.Fujian Province is an important province in the economic zone on the west side of the Taiwan Strait,with numerous universities and large student population.Therefore,it is significant to study the effect of innovation and entrepreneurship policy for college students in Fujian Province.This study collects the relevant innovation and entrepreneurship policies for college students of Fujian Province in recent 10 years,and the policies are divided into 3 types,that is "incentive in advance","execution in the process",and "feedback afterwards",involving 8 tools of "infrastructure improvement","talent development","environmental guidance","financial support","policy cognition","policy implementation","feedback channel setting" and "rectification measures specification".Then,quantitative analysis and graph analysis are carried out on the policy texts.The results show that the number of the three types of policies decreases in order,which indicates that the top-level design of innovation and entrepreneurship policies for college students in Fujian Province focuses more on the incentive in advance,but pays less attention to execution in the process and feedback afterwards.Then,drawing on the literature and instructions of experts,this study designs the evaluation system of effect of innovation and entrepreneurship policies for college students in Fujian Province,puts forward 5 hypotheses,collects quantitative data through Likert five-foot questionnaire,and constructs structural equation model to verify hypotheses.The results show the necessity,familiarity and recognition of the policies have significant and positive impact on the effect of the policies.Based on the above results,this thesis summarizes the main factors that restrict the effect of the innovation and entrepreneurship policies for college students in Fujian Province: the systematic coordination still needs to be strengthened,and the efforts of incentive in advance,execution in process and feedback afterwards still need to be improved.Accordingly,this thesis contends that the improvement of the effect of the current innovation and entrepreneurship policies for college students in Fujian Province can be achieved from the following five aspects: first,strengthening the toplevel design of the policies;second,promoting the execution of the policies through legislation;third,improving the prior monitoring of the policies by adjusting the policies in time and relying on colleges and universities to strengthen talents’ training;fourth,strengthening policies publicity and management;the fifth is to strengthen the afterwards disposal by building a complaint platform,establishing an evaluation system and other ways.
