In 2017,the Ministry of Education of the People’s Republic of China issued the "Guiding Opinions on Doing a Good Job in After-class Services for Primary and Secondary School Students",which set clear requirements for carrying out after-school services for primary and secondary schools throughout the country.With the implementation of the "double reduction" policy in 2021,the country will carry out major adjustments to the school work mechanism to promote the national burden reduction of primary and secondary school students and the improvement of after-school services.Students and parents have more expectations for the effectiveness of after-school services,Improving the quality of after-school services has become a key breakthrough in the standardization of after-school services.Based on the background of the "double reduction" policy in 2021 and the practical background of after-school service development in Z City,Henan Province in 2022,this study uses educational equity theory,CIPP evaluation model theory,and comprehensive human development theory as theoretical foundations.Through issuing questionnaires to students and teachers,as well as conducting interviews with parents and school administrators,it aims to understand the current situation and influencing factors of after-school service implementation for primary school students in Z City,And actively explore strategies for improving afterschool services for primary school students in Z City.The research results show that both after-school service input and after-school service process affect the effectiveness of after-school services.There are still some problems in the implementation of after-school services in primary schools in Z City,such as insufficient teacher participation,limited school facilities,limited service autonomy time,single service content,differences in development needs among different subjects,and imperfect evaluation systems.In order to further improve the implementation effect of after-school services for primary school students in Z City,the following strategies are proposed based on the above questions.Government: improve the design of policies and systems,increase special financial investment,establish a monitoring and evaluation mechanism,and coordinate governance through multiple cooperation;Schools: optimize the teaching staff,support relevant venues and facilities,improve the flexible service system,enrich after-school service content,and establish a scientific evaluation system;Teachers: Strengthen after-school service awareness and improve after-school service level;Parents: Strengthen after-school service awareness and strengthen parents’ awareness of participation.Only when multiple entities such as the government,schools,teachers,and parents work together to make improvements to meet the development needs of students can the quality of after-school services be better improved.
