Collaboration And Conflict Between Government And Society: Research On The Practical Mechanism Of Street-level Community Social Work Station Construct

The construction of social work stations has become a major factor in the advancement of China’s social work sector in recent times.Numerous social work stations have emerged in both urban and rural areas of China like spring shoots after the rain.However,while social work stations have achieved significant progress in terms of development speed,their development quality still needs to be improved.To this end,it is necessary to thoroughly review the current status of social work station construction,clarify their internal development logic and action paths,and provide theoretical references and action guidance for long-term sustainable development.In fact,the construction of social work stations has always been carried out under the game between "state-society" forces.In short,if social work stations want to achieve sustained survival and good development,they must be embedded in the pre-existing relational structure of the area where they are located.Based on the analysis of the theory of embeddedness,the author believes that there is both social embedding into the state and state embedding into society in the construction of social work stations at the current stage.In addition to the "one-way embedding" of social organizations and the "reverse embedding" of the government,with the development of the professionalism and autonomy of social organizations and the transformation of the government from "rigid control" to "flexible regulation",the government-society relationship shows the characteristics of "two-way embedding",that is,there exists both social organization embedding into the government and government embedding into social organizations in the interaction process between the government and social organizations.Through research,the author found that the political and social interactions in the process of social work station construction from a dynamic perspective do not develop linearly from "one-way embedding" to "reverse embedding" to "two-way embedding",but rather follow a non-linear development path based on the professionalism and autonomy of the social organization that undertakes the construction of the social work station and the level of trust the government has in social organizations.In addition,with regard to the objective reality of current social work station construction in China,the construction level of urban social work stations,especially those in mega-cities,is relatively advanced,and the embedding process is relatively deep,providing us with an important window to explore and analyze the construction of social work stations in China.Based on this,this study will start from the theoretical perspective of two-way embedding,using social organization’s relational embedding,cognitive embedding,and functional embedding,as well as government’s institutional embedding,organizational embedding,and resource embedding as entry points.Through case study,three social work stations in Jiangsu Province will be selected as research objects to thoroughly analyze their construction logic and action mechanism,in order to gain insight into the current stage of social work station construction in China.
