On July 24,2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the policy document "Opinions on Further Reducing the Homework and Off campus Training Burden of Students in Compulsory Education"(referred to as "Double Reduction"),providing a great supportive institutional environment for after-school services in schools.The relevant policy documents on after-school services in China have given high attention to the issue of after-school services in primary and secondary schools.However,national policies mainly provide directional guidance for specific practical work from a global perspective.However,to implement policies,a complete system or mechanism that is easy to operate is needed for reference to ensure the effectiveness of policy implementation.Based on this,this study interprets and analyzes the current popular "double reduction" policy,focusing on exploring the indicator system of influencing factors for sports training institutions and schools to cooperate in after-school sports services under the policy background.This research mainly adopts the methods of literature review,questionnaire survey,Delphi method method,analytic hierarchy process and mathematical statistics.Firstly,based on the theories of social ecology and synergy,an investigation was conducted on the current situation of after-school physical education services in primary schools in Minhang District,Shanghai.Secondly,based on the current survey results,combined with policy documents and relevant literature materials,analysis and sorting will be conducted to provide reference for the development of an indicator system for the influencing factors of after-school sports services in cooperation between sports training institutions and schools.Finally,based on the results of three rounds of expert consultation,a three-level indicator system and indicator weights were determined for the factors influencing the cooperation between sports training institutions and schools in providing after-school sports services.Through research,the following conclusions have been drawn:(1)The overall situation of after-school physical education services in primary schools is not optimistic.Firstly,although the arrangement of service duration and frequency is relatively reasonable,and students are satisfied with the evaluation of after-school sports services,the lack of interest in course content,single structure,and parental support for students to participate in after-school sports services can all affect students’ enthusiasm for participating in after-school sports services;Secondly,parents are generally satisfied with the overall evaluation of after-school sports services,but some parents do not attach enough importance and support to students’ participation in after-school sports services;Finally,the entry threshold for institutional coaches is relatively low,resulting in poor quality coaches,and the internal management mechanism and salary guarantee mechanism of the institution are not perfect enough,which to some extent affects the service enthusiasm of coaches.(2)We have established an indicator system for the influencing factors of afterschool sports services in cooperation between sports training institutions and schools,consisting of three primary indicators: school,family,and sports training institutions,12 secondary indicators such as venue equipment,attitude support,and service products,and 30 tertiary indicators such as teacher education,supervision and management,and admission threshold.On this basis,the weight coefficients of the influencing factors indicators for the cooperation between sports training institutions and schools in carrying out after-school sports services were determined,providing theoretical basis and practical reference for the later cooperation between sports training institutions and schools in carrying out after-school sports services.
