Research On Social Work Involved In The Urban Community Disaster Prevention And Mitigation Governance

In the last decade of the 20 th century,the losses caused by various natural disasters in China accounted for more than 1 / 4 of the total global losses,of which more than 80% occurred in cities and communities.Community is the largest disaster area.Therefore,community disaster prevention and reduction is also the top priority.The management of community disaster prevention and reduction cannot completely depend on local government departments.It should comply with the call of the state,take the government as the main body,government departments as the guidance,community participation and citizens’ independent management as the development idea of pluralistic leadership and benign interaction,and go deep into the community to assist in disaster prevention and reduction.By sorting out the existing theories and literature,taking the B community in Xiaogan City as the research object,combining with the community disaster prevention and mitigation governance project carried out by a social work organization,using the intervention method of social work,the idea of "participatory" governance is discussed.Under the theoretical guidance of the perspective of advantages and advantages,social workers intervene in the whole process,intervention effect and existing problems of disaster prevention and mitigation in urban communities.With the intervention of social workers,Community B has formulated a participation method for community disaster prevention and mitigation,and has formed a stable community volunteer team.However,in practical application,there have also been problems such as insufficient sustainability of community organizations,insufficient capacity development of community self-organized members,and difficulty in community fundraising,revealing that social work intervention in the community disaster prevention and mitigation governance mechanism needs to be improved,and social workers The technical level needs to be improved urgently,and the community participation needs to be strengthened.Social workers should start from four aspects: improving the social organization’s involvement in the community disaster prevention and mitigation governance mechanism,promoting the development of social workers and the industry,building a multi-faceted negotiation platform,and strengthening the construction of community disaster prevention and mitigation organizations,so as to better practice the concept of participatory governance.Promote the improvement of community disaster prevention and mitigation governance through multiple consultation and co-governance.
