| In the context of the "double reduction" policy,it is particularly important to promote the development of after-school physical education services.This study takes the evaluation index system of after-school physical education services in primary schools under the background of the "double reduction" policy as the object of research,using literature analysis and questionnaires to sort out relevant theories and collect data,then using the literature method to analyse the "double reduction" policy,further explore the connotation characteristics of after-school physical education services in primary schools,and provide a basis for the construction of the evaluation index system of after-school physical education services in primary schools.The evaluation index system of primary school after-school physical education services is constructed by using literature,Delphi method,hierarchical analysis and CIPP evaluation model to construct the evaluation system of primary school physical education services and assign values to the indicators in the system.Using the operational definition of after-school physical education service evaluation in primary schools as an entry point,the evaluation index system of after-school physical education service in primary schools under the background of double reduction policy is explored,followed by the after-school physical education service system in primary schools in Zhengzhou City Zhengdong New District,the operability and validity of this evaluation index system is verified in relation to the following findings:1.the evaluation index system of after-school physical education services in primary schools is constructed based on the principles of scientificity,target,comprehensiveness,independence and feasibility.2.In the selection of experts,the following four criteria were used:(1)those who are engaged in research on school sport and related fields and have a high level of enthusiasm;(2)those who understand the "double reduction" policy and are familiar with the construction of the indicator system;(3)those who have rich practical experience and excellent research ability;(4)those who have a certain amount of time and energy and cooperate well.A 10-member expert panel was formed to revise and optimise the initial after-school sports service evaluation index system for primary schools.After two rounds of expert opinion solicitation and combined with the CIPP evaluation model,three primary indicators of service input,service process and service effect were finally established;12 secondary indicators of teacher team,equipment and facilities,service funding,guarantee system,system implementation,system management,service attitude,service atmosphere,target implementation,student development,social recognition and service characteristics.Through the hierarchical analysis method,the weights of the primary and secondary indicators were analyzed and calculated.3.Based on the evaluation index system of after-school physical education service in primary schools,the corresponding scale of "Evaluation index system and empirical study of after-school physical education service in primary schools under the background of double reduction policy-taking primary schools in Zhengzhou City’s Zhengdong New District as an example" was developed on the basis of the previous work and the data from the field survey,in which 11 questions on the student scale,13 questions on the parent scale and 13 questions on the teacher scale,and the reliability and validity of the three scales were tested to be good.4.With reference to the scoring criteria of the Likert scale,the scale in the "Evaluation index system and empirical study of after-school physical education service in primary schools under the background of double reduction policy-taking the primary schools in Zhengzhou City Zhengdong New District as an example" was used to carry out empirical evidence on the development of after-school physical education service in primary schools,and the results showed that:(1)the three first-level indicators of service input,service process and service effect(1)the scores of the three primary indicators of service input,service process and service effectiveness are 4.52,4.43 and 4.67 respectively;(2)the scores of the 12 secondary indicators are all above 4,but there are still some problems.The responses are:(1)in terms of students’ development,further attention needs to be paid to students’ subjectivity in activities and communication with them;(2)to improve the implementation of the system of after-school physical education services in primary schools and further improve the development of the system under the condition of ensuring the normal development of activities and students’ safety.The findings of this study are as follows:1.In the construction of the evaluation index system of after-school physical education service in primary schools,the evaluation system of after-school physical education service in primary schools was determined by Delphi method and hierarchical analysis,and its expression was derived as: Y=0.23Y1+0.28Y2+0.49Y3.2.This study used Delphi analysis to determine the suitable evaluation subjects for this evaluation system,and applied hierarchical analysis(AHP)to calculate the index weights and derived a weight analysis table to prove that the index system is feasible.3.In the process of the study,the evaluation indicators are applied and should be applicable to the actual situation of each region.The development of China’s regions is uneven,and there are great differences in the level of educational resources,population structure and students’ literacy levels.Therefore,the application of evaluation indicators for after-school physical education activities in primary schools needs to be appropriately adjusted and can be further improved according to the actual situation.
