The Essentials of Education Informatization and Cybersecurity Work for 2020 states that in order to fully achieve the goals of the overall plan for education informatization,"Internet+Education" will be actively carried out,the national public service system for digital education resources will be improved,and research on innovative models of distance education based on the characteristics of different regions will be focused in ethnic areas,especially in the deeply impoverished "three regions" at the national level.In ethnic areas,especially in the "three regions and three states",the focus is on research into innovative models of distance education based on the characteristics of different regions.In order to get an accurate picture of the development of compulsory education in a country,it is necessary to focus on the developed regions,but also on the developing regions and the less developed regions,where compulsory education is the most recent,the slowest,the least reformed and the most dependent on national government policy documents for its development.Therefore,this paper selects the most representative region,Chengguan District in Lhasa,to conduct research on the informatization of compulsory education.This paper intends to construct an index system applicable to compulsory education informatization in Chengguan District of Lhasa City.Firstly,it adopts the literature research method to collate relevant literature on compulsory education informatization at home and abroad,takes public goods theory,system science theory and comprehensive evaluation theory as the theoretical foundation,and based on the six elements model of education informatization,draws on the evaluation index system of compulsory education informatization construction level in various provinces and cities in China,and initially screens out the compulsory education teaching informatization index system,then combines with the current situation of compulsory education informatization in Chengguan District of Lhasa City The current situation of informationization in compulsory education schools,using the Delphi method to ask experts and scholars to do further screening of the index system,and finally consulting and adopting the suggestions of relevant experts through the interview method to finally determine the evaluation indexes applicable to the construction level of compulsory education informatization in Chengguan District of Lhasa City.Then the hierarchical analysis method was used to assign weights to the index system,which eventually formed a more scientific and usable index system.This study finally constructed 5 primary indicators,12 secondary indicators and 36 tertiary indicators.In order to test the applicability and reasonableness of the index system,this study conducted a questionnaire research work on compulsory education supply subjects and direct practitioners of education informatization,designed three questionnaires for headmasters,teachers and students,selected six representative compulsory education schools and collected a total of 631 questionnaires.Through data analysis,it was found that the overall level of compulsory education teaching informatization in Lhasa Chengguan District was at a good level,among which it was found that the compulsory education schools in Lhasa Chengguan District had uneven construction of informatization teaching equipment in schools;the frequency of updating informatization teaching equipment was low,and maintenance services could not be timely and effective;the construction of informatization resources library was backward,and the access to daily teaching resources was narrow;full-time teachers of information technology The number of full-time IT teachers is extremely scarce;the management concept of informatization in schools is backward and the institutional mechanism of teaching informatization management is not sound;the construction of informatization software resources is neglected;the funding for teaching informatization is unevenly distributed;the IT curriculum is not given enough attention;some teachers lack the ability to obtain teaching resources on their own,etc.,and then combined with the overall planning requirements of China’s Education Informatization 2.0 Action Plan,we propose a local and localized plan that can The project also proposes countermeasures to improve the construction of compulsory education informatization in Lhasa at the practical level.Through the practical testing process,the feasibility,practicability and operability of the index system of teaching informatization in compulsory education schools in Chengguan District of Lhasa City are basically verified.
