With the popularity of the completely free compulsory education in an all-round way, the basic education in China has made rapid development during these years. However, preschool education is the weakest link in all of the education systems, though it is regarded the most rudimentary education system. Now its development faces a set of serious problems that must be solved in time. The main origin of these problems is that preschool education public interest has been less and less than before because our government reduces preschool education investment and our government lacks administrative function. Based on this, after further defining the functions of local governments on the basis of pre-school management, this academic research attempt to create an effective and scientific evaluation indicators system and help government improves working achievement , at the same time promote preschool education public interest. The construction of the academic research is as follows:Chapter one is the logical starting point for research .It includes the research background of preschool education, research purpose, relative definitions, current researches and research methods.Chapter two of this study is part of the Survey of pre-school education. Firstly, I selected four special counties in Ningbo city , such as Beilun county, Zhenhai county, Jiangbei county and Fenghua county, then analyzed the current situation of these counties'preschool education. Secondly, by making questionnaires and interviewing the professors, etc. I found the real reason about the lacking on preschool education public interest. Thirdly, we asked for professors in view of some important results and find some useful evaluation indicators.Chapter three is the index system of the related theoretical analysis. It this part, preschool education public welfare is the main line. I elaborated related theories, including pre-school properties of public goods theory, theory of management functions of regional government pre-school education, CIPP evaluation theory and pre-school education-related laws and regulations and other aspects of the theoretical basis of this study, and preliminary development of the evaluation index system should follow the six principles and related content.Chapter four is the practice exploration. With the guidance of the instructing thoughts and principle, referencing CIPP education evaluation model, I set up the new education indicators system. By making questionnaires and interviewing the professors to analyze and modify the indicators, I confirmed the ultimate evaluation indicators system. Chapter five is the conclusion. The part states the limitation of the present study and offers follow-up researches.
