In order to help university students from families with financial difficulties to complete their studies,to encourage them to study hard, make progress, and achieve all-round development in moral, intellectual, physical, and aesthetic aspects, the Ministry of Education has established and improved the student financial aid system one after another.Scholarships and bursaries are an important part of the funding system of colleges and universities, which effectively solve the education problems of university students from poor families. This paper takes M University,an ordinary private university in Sichuan Province,as an example to study the impact of National Inspirational Scholarship and National Grants on students from poor families, and try to find out the effect of them on poor students in colleges and universities. The sample data includes library use time, breakfast and meals in the cafeteria, campus card consumption and other behavioral data and performance data of students who have received scholarships and bursaries. The data is objective and real and is generally not affected and restricted by subjective factors. This paper is based on the motivation theory, choice theory and the Five-Factor Model theory.Using the propensity score matching model, from the perspective of the influence on the behavior of poor students at M University, the data analysis and research found that obtaining the National Inspirational Scholarship could improve the poor students’ academic performance by 0.902 points in the next semester. The number of breakfast consumption in the cafeteria for poor students also increased by 6.18 times and the number of campus card consumption by 13.752 times in the next semester. However, obtaining the scholarship had no significant impact on the length of time in the library and the total consumption using the campus card in the next semester.Meanwhile, obtaining national grants could increase the library time of poor students by 2.897 hours in the next semester, and could increase the consumption of campus cards by51.423 Yuan and the number of times of card consumption by 6.963 times. However,it did not affect the average academic performance and the number of breakfast consumption in the cafeteria in the next semester.Based on the research conclusions and the problems found in the research process, this paper puts forward the following suggestions.Firstly, different parties should cooperate closely to accurately identify poor students, and minimize the phenomenon of "funding those who shouldn’t be supported".Secondly,Use big data technology to incorporate student behavior into the evaluation system of national awards and grants.Thirdly, without increasing the financial burden of the government, private colleges and universities can be given the flexibility to carry out funding work and increase the funding of the National Inspirational Scholarship,by setting up a reasonable incentive strategy and competition mechanism. This can allow hard-working and motivated poor students to obtain stronger funding and protection,so as to balance the financial burden of families caused by high tuition fees.Fourthly, related function departments of universities should focus on service capacity building and create a better campus studying and living environment for students.Different types of colleges and universities have their own characteristics. The above conclusions drawn from the quantifiable real data extracted from M University are inevitably biased or distorted.Although it has a particularity,it also hopes to provide some references for education authorities and other colleges and universities,to better play the educational role of National Inspirational Scholarship and National Grants.
