Research On The Implementation Of "Scholarship" Policy For College Students In China ——Taking H University As An Example

The implementation of the national scholarship system in Colleges and universities in China is a major measure taken by the party and the state to build a strong cultural and human resources country,build an innovative country,give priority to the development of education and realize educational equity.Nowadays,with the popularization and internationalization of higher education,how to cultivate high-level and internationally competitive talents has become an important issue of common concern.As an important part of student financial aid,the university scholarship system is an important measure to realize educational equity.At the same time,it is an important incentive mechanism to reward students with excellent character and learning.Taking the scholarship policy as an important means to motivate students,on the one hand,it can mobilize students’ learning enthusiasm and comprehensively improve their comprehensive quality,At the same time,we can also encourage more people by rewarding some particularly excellent students.At the beginning of the establishment of the scholarship,there are good expectations,but the reality is that there are also complaints in the implementation of the scholarship policy.Therefore,this paper takes H University as the research object,and tries to analyze the problems existing in the implementation of the scholarship policy by issuing questionnaires,and puts forward my own simple opinions.The first chapter is the introduction.The content of this part is mainly to clarify the problems to be studied,clarify the theoretical and practical significance of the research,define the relevant concepts,deeply analyze the current situation of scholarship research at home and abroad,and determine the research methods and ideas of this paper.Equity efficiency theory,education cost sharing theory and human capital theory are the theoretical basis of this paper.The second chapter is mainly about the origin and purpose of the scholarship policy for college students in China.Through establishing the development context of the scholarship policy,it can be seen that since the founding of The People’s Republic of China,China’s scholarship policy has been constantly improved with the changes of current affairs.The purpose of establishing the scholarship,the recipient,the application conditions,the number and amount of the scholarship,the allocation of the quota,the evaluation procedure,the assessors and other aspects have changed.At the same time,it can be seen from the data that the government has invested a huge amount of financial resources,which can be seen from both the documents issued and the financial input that the government attaches great importance to the scholarship policy.The third chapter takes H University as the object,briefly discusses the situation of H University,and then analyzes the scholarship policy of H University from the aspects of national scholarship evaluation documents,selection principles,members of the joint evaluation team,evaluation methods,content of student defense,value orientation,etc.The fourth chapter analyzes the main problems existing in the scholarship evaluation of H University,including the discrepancy of value orientation,the homogenization of talent cultivation,the unscientific composition of the joint evaluation team,the one-sided evaluation standard,the subjective evaluation method,the weak initiative of students and so on.The fifth chapter mainly puts forward its own thoughts and suggestions on the basis of predecessors.In view of the existing problems,suggestions are put forward from the aspects of values,scholarship policy design,implementation efficiency,follow-up guarantee mechanism and so on.
