The report of the 19 th National Congress of the Communist Party of China called for"striving to ensure that every child can enjoy fair and quality education".However,objectively,the number of high-quality education resources in China is insufficient and unevenly distributed,and China’s compulsory education has long adopted the method of registration,and a one-to-one "single-school zoning" relationship has been formed between housing and schools.As long as the family owns the housing allocated by the school,the children can be eligible for admission to the school.Objectively,the number of high-quality education resources in China is insufficient and unevenly distributed,only a small number of financially strong families can own real estate within the enrollment range of high-quality schools,and the children of the vast majority of families will not be eligible for admission to high-quality schools.The scarcity of high-quality educational resources makes families’ desire for high-quality educational resources stronger,and parents do not hesitate to spend a lot of money to buy school district housing,in an attempt to enable their children to "win at the starting line".Therefore,the price of school district housing is also rising,the cost of raising children is also increasing year by year.It can be seen that the reality of education resources not only makes China’s real estate market show abnormal development,but also leads to the severe challenge of China’s education equalization.The report of the 20 th National Congress of the Communist Party of China pointed out that "education is the great plan of the country and the great plan of the party",and if this contradiction is not resolved in an appropriate way,it will not only be detrimental to the fairness of China’s education undertaking and the flow of social classes,but also not conducive to the healthy and orderly development of the real estate market.The promulgation of the multi-school filming" education policy is an attempt to resolve this contradiction,and it is hoped that the implementation of the policy can further improve the level of education equalization in China while cooling the high school district housing prices.It has been nearly nine years since the policy was promulgated in 2014,and major cities have been implementing it on a pilot basis,but the current research on the effect of the policy has yet to be enriched.Therefore,it is necessary to study the impact of the"multi-school filming" education policy on the price of housing in school districts.This thesis systematically sorts out the influencing factors of ordinary housing prices,the influencing factors of school district housing prices,the impact of education policies on housing prices,and the relevant research on the housing situation of Beijing school districts.Taking ordinary primary school districts as a comparison,the price changes of key primary schools and key primary school branch districts before and after the implementation of the policy were analyzed by analogy,and the impact of the "multi-school filming" education policy on the price of school district housing was obtained.Specifically: firstly,the representative city of Beijing was selected,and the four urban areas in central Beijing were Chaoyang District,Haidian District,Dongcheng District and Xicheng District as the research objects based on the distribution of local educational resources,and the spatial layout,population economy,second-hand housing transactions,basic education and policy implementation of the study area were introduced.Clear variable selection;Establishing multiple regression model;Collect sample data;The empirical analysis shows that the "multischool filming" education policy had a significant negative impact on the housing of school districts in the four districts of central Beijing.In order to ensure the stability and reliability of the regression results,the difference-in-differences model is further established for robustness testing,and the net effect of the policy is stripped out.Secondly,in order to analyze the impact of "multi-school filming" education policy on the housing price of school districts in more depth and detail,this thesis continues to establish a multiple linear regression model to analyze the impact of the policy on the housing price of key primary schools with the effect of famous schools.The results showed that:(1)Multiple regression showed that the unit price of housing in key school districts in the city decreased by 0.4% compared with before the implementation of the policy,indicating that the "multi-school filming" education policy can reduce the price of housing in school districts,and in order to ensure the stability and reliability of the regression results,a robustness test is required.(2)The results of the difference-in-differences model show that the "multi-school filming" education policy has reduced the transaction unit price of key primary school districts in the city by 8.05%,indicating that the policy can significantly reduce the price of housing in school districts and promote educational equity.(3)Compared with the housing price of ordinary primary school districts,the transaction unit price of branch school districts after the implementation of the policy decreased by 8.8%compared with before the implementation of the policy.(4)As far as the comparison between urban areas is concerned,after the implementation of the policy,the housing price gap between Haidian District,Chaoyang District and Dongcheng District has been significantly narrowed compared with Xicheng District,and after the implementation of the policy,there is no obvious difference between Chaoyang District and Xicheng District,indicating that the education situation between urban areas tends to be fair.
