A Case Study On The Construction Of The Relationship Between Professional Social Work Institutions And Neighborhoods In Government Procurement Services

The reform,which started in the economic field,has brought about the rapid development of the national economy and the remarkable improvement of people's living standards,as well as the changes in the overall structure of the society and the profound adjustment of the relations between the state and the society.In the 21 st century,with the "exit" of the country from the social field and the increasing social needs at the grassroots level,social construction has become an important direction to respond to the adjustment of social structure,promote and deepen the reform.On the other hand,with the rise of social organization forces and the increasingly extensive provision of services by social subjects,the state should support social organizations and other social forces to play a role in social governance.Under this social background,the local government explores the reform of public service system,and the government's purchase of services is one of the most important practices.In the process of practice and exploration of government purchasing service,the interaction between the government and the service provider has become an important factor affecting the real social role of government purchasing service.As one of the subjects of professional social governance,how to establish a benign relationship with the government and how to maintain independent professionalism in the process of construction and interaction so as to maximize the role of professionalism are urgent issues to be discussed.From the perspective of reality,the government's purchase of services does not form an equal partnership between the two at this stage,but an asymmetric dependence relationship.What the government decentralizes is only the function of public services,not the power,which may even aggravate the further penetration of the power.Taking S social worker agency as an example,this paper discusses the relationship between professional social worker agency and government block under government purchase of services and the problems in the process.From the initial process of purchasing services and entrusting management to the later development process of direct management and power embedding,the relationship between government blocks and social work institutions has been constantly changing,and the contractual cooperative relationship of full equality between them has never been established.Based on the analysis of the case,the author believes that the establishment of the equal cooperative relationship between the government and the social workers in the context of the government's purchase of public services needsthe attention of both the community and social work organizations.On the one hand,the government,as the purchaser,should change its ideas and concepts in a practical way to realize the effective transformation of its functions and part of its power.On the other hand,social work organizations should also attach importance to their own autonomy,focus on building the business capacity of relevant majors,and improve the discourse power of cooperation with government departments.
