With the release of "Chinese Students Developing Core Literacy" in 2016,China’s education has entered the era of core literacy.The Moral and Rule of Law Curriculum Standards for Compulsory Education(2022 Edition)issued by the Ministry of Education(hereinafter referred to as the new curriculum standards)return to the essence of education and call for a new type of teaching oriented by core literacy.The key is to change the learning mode and find an effective way to combine the cultivation of students’ core qualities with the "Morality and Rule of Law" class in junior high school.At present,the hot topic in the educational circle--issue-based teaching method has gradually become an important teaching pattern in the era of core literacy,which provides fertile soil for the realization of vitality of moral and rule of law classroom,which also points out the value of applying issue-based teaching method in the course of Moral and rule of Law in junior high school.Issue-based teaching method will not only change teachers’ teaching methods,but also change students’ learning methods,"enrich students’ practical experience,promote the integration of knowledge and action",which has profound significance for optimizing the cultivation of students’ core literacy.The main methods of writing the article are literature research,questionnaire survey and on-the-spot observation.First of all,on the basis of studying a large number of relevant theories of issue-based teaching method,the background and significance of this research,domestic and foreign research status,research content,research methods,research innovation and shortcomings are expounded.Secondly,based on literature analysis,the concept,main characteristics and theoretical basis of the topic teaching method are analyzed.Thirdly,through the questionnaire survey of some teachers and students in junior middle school,it is found that: While the application of issue-based teaching method in Moral and Rule of Law course in junior high school promotes the reform of learn-centered classroom,strengthens practical consciousness and promotes the core quality of subjects,there are still some problems,such as teachers and students lack a deep understanding of the nature of issue-based teaching method,have not reached a consensus on teaching evaluation,and have not done a good job in the level connection of ideological and political courses in junior and senior high school.To solve these problems,some countermeasures are put forward,such as strengthening teachers’ and students’ understanding of the issue-based teaching method,realizing the consistency of "teaching-learn-evaluation",and constructing the integration of ideological and political teaching in middle and high schools based on the issue-based teaching method.Finally,the author combines the educational practice to carry on the topic of large unit teaching design.
